THIS PROPOSAL IS FULLY RESPONSIVE TO NASA SBIR PHASE III REQUEST FOR PROPOSAL (RFP) NO. 80NSSC18P1828, DATED 5/22/18. THE PROPOSAL DEFINES THE PROJECT TO PERFORM AN ENHANCEMENT OF THE UAXPAN CAPABILITIES TO SUPPORT COMMUNICATION SYSTEMS-RELATED ANALYSIS FOR THE EMERGING CONCEPT KNOWN AS THE UNMANNED TRAFFIC MANAGEMENT (UTM) SYSTEM. UTM PROVIDES THE SAFE OPERATIONS CONTEXT FOR SMALL UNMANNED AIRCRAFT SYSTEMS (SUAS) OPERATING IN LOW-ALTITUDE AIRSPACE.$100K

IDENTIFYING OPPORTUNITIES FOR IMPROVEMENT IS A CRITICAL ONGOING NEED IN THE AIR TRAFFIC MANAGEMENT DOMAIN, FOR WHICH ACHIEVING HIGH LEVELS OF PERFORMANCE IS A DAILY CONCERN. ITS IMPORTANCE WILL CONTINUE AS TRAFFIC VOLUMES GROW AND NEW VEHICLE CLASSES ARE INTRODUCED. IN PARTICULAR, AS NEW URBAN AIR MOBILITY (UAM) OPERATIONS BECOME MORE PREVALENT, METHODOLOGIES TO QUANTIFY PERFORMANCE OF BOTH HUMAN-CENTERED AND AUTONOMOUS OPERATIONS WILL BE REQUIRED. THE OBJECTIVE OF THIS WORK IS TO DISCOVER OPPORTUNITIES FOR IMPROVEMENT IN OPERATIONS OF THE NATIONAL AIRSPACE SYSTEM (NAS), USING METHODS THAT ADVANCE THE STATE OF THE ART AND THAT CAN BE APPLIED TO BOTH CURRENT AND FUTURE OPERATIONS. TO THAT END, MOSAIC ATM PROPOSES TO DEVELOP A TOOL THAT WILL CHARACTERIZE AND CLASSIFY THE EFFICIENCY OF AIRSPACE OPERATIONS, WITH A FOCUS ON AIRPORT METROPLEX OPERATIONS. WE PROPOSE TO LEVERAGE THE LATEST IN MACHINE LEARNING TECHNIQUES TO CREATE SUPERVISED AND UNSUPERVISED MACHINE LEARNING MODELS, WHICH WILL BE TRAINED AND VALIDATED USING LARGE SETS OF ARCHIVED FLIGHT AND WEATHER DATA. THESE MODELS WILL BE ABLE TO IDENTIFY THE MOST CRITICAL CAUSAL FACTORS FOR DEGRADED PERFORMANCE CONDITIONS, IN A WAY THAT IS COMPREHENSIBLE TO AN ANALYST. WE WILL PROVIDE A USER INTERFACE TO EXPLORE THE MODEL RESULTS AND CAUSAL FACTORS. THIS WORK WILL SUPPORT PLANNING FOR UAM OPERATIONS AS WELL AS INFORMING NASA AND OTHER STAKEHOLDERS WHERE FURTHER INVESTMENTS IN NAS AUTOMATION ARE MOST WARRANTED.$125K

RUNWAY METERING MUST ALSO CONSIDER THE COMPOSITION OF THE QUEUE. JUST AS AN EMPTY QUEUE WASTES RUNWAY CAPACITY, A QUEUE WITH NO FLIGHTS TO A CONSTRAINED FIX WASTES CAPACITY AT THAT FIX. THE FAA S TERMINAL FLIGHT DATA MANAGER (TFDM) HAS REQUIREMENTS TO SUPPORT CONTROLLERS IN MANAGING THE RUNWAY QUEUE TO MAINTAIN PRESSURE ON THE RUNWAY AND MILE-IN-TRAIL DEPARTURE RESTRICTIONS. ASSUME A 50 MILES-IN-TRAIL (MIT) RESTRICTION ON DEPARTURES TO A FIX, SURFACE METERING ASSIGNS TARGET MOVEMENT AREA ENTRY TIMES SEPARATED BY 10 MINUTES, AND ONE OF THOSE DEPARTURES HAS AN ISSUE AND IS LATE; AN ENTIRE SLOT AT THE CONSTRAINED FIX COULD BE WASTED. TO AVOID THIS SITUATION, CONTROLLERS CURRENTLY MANUALLY FRONT-LOAD AT THE RUNWAY DEMAND FOR EACH RESTRICTION. AUTOMATION THAT SUPPORTS SURFACE METERING MUST PRESERVE THIS ABILITY. TO MANAGE BOTH THE QUEUE LENGTH FOR A RUNWAY AND THE NUMBER OF AIRCRAFT IN THE QUEUE SUBJECT TO A MIT RESTRICTION, THE TFDM REQUIREMENTS ALLOW MULTIPLE SIMULTANEOUS METERING PROGRAMS, AND HANDLE THE SITUATION IN WHICH A FLIGHT MAY BE ASSIGNED MULTIPLE, DIFFERENT TMATS, BY EXEMPTING A FLIGHT FROM RUNWAY METERING IF IT IS SUBJECT TO MIT METERING. HOWEVER, THE CURRENTLY PROPOSED TFDM IMPLEMENTATION, BUILT ON EXISTING SOFTWARE, DOES NOT SUPPORT MULTIPLE METERING PROGRAMS. THUS, THERE IS AN IMMEDIATE NEED TO DEVELOP ALGORITHMIC APPROACHES FOR METERING THE TAXI OF DEPARTURES SUBJECT TO ENROUTE FLOW PROGRAMS, IN ADDITION TO BUT WITH SEPARATE CONTROL FROM METERING DEPARTURES TO THE RUNWAY. IN PHASE 1, THIS PROJECT WILL VALIDATE AND DELIVER ALTERNATIVE METHODS FOR ACCOMPLISHING THE MULTI-OBJECTIVE RUNWAY QUEUE MANAGEMENT. PHASE 2 WILL FOCUS ON RUNWAY QUEUE MANAGEMENT IN A TBO ENVIRONMENT, WHERE TIME-BASED RESTRICTIONS REPLACE MIT RESTRICTIONS, BUT DEMAND UNCERTAINTY PERSISTS.$125K

ULTIMATELY, VEHICLE OPERATORS WILL DEMAND ACCESS TO AIRSPACE, WHICH IS A SHARED PUBLIC RESOURCE. TO DATE, MOST RESEARCH HAS FOCUSED ON VEHICLE CHARACTERISTICS AND AGGREGATE EFFECTS ON NAS PERFORMANCE. THERE HAS BEEN LIMITED FOCUS ON PLANNING NEEDS OF THE VARIOUS STAKEHOLDERS INVOLVED IN THESE OPERATIONS OR ON ENVISIONING A FUTURE NAS THAT SUPPORTS COLLABORATIVE OPERATIONS PLANNING FOR A WIDE VARIETY OF VEHICLES AND OPERATIONS. PLANNING SYSTEMS NEED TO EVOLVE TO SUPPORT COLLABORATIVE PLANNING AMONG ALL STAKEHOLDERS' REQUIREMENTS AND EQUITABLE ACCESS TO THE NAS FOR DIFFERENT KINDS OF VEHICLES USED BY DIFFERENT STAKEHOLDERS FOR DIFFERENT MISSIONS THAT PRESENT DIFFERENT SAFETY AND PLANNING CHALLENGES. MOSAIC ATM PROPOSES NICOPS, THE NAS INTEGRATED COLLABORATIVE PLANNING SYSTEM, WHICH WORKS ACROSS VEHICLE TYPES, MISSIONS, AND PLANNING TIME SCALES. NOT ONLY DOES IT SUPPORT A VARIETY OF VEHICLE OPERATORS, BUT IT ALSO SUPPORT TRAFFIC MANAGEMENT PERSONNEL IN EVALUATING DIFFERENT VEHICLE OPERATIONS PROPOSALS IN THE CONTEXT OF ALL OTHER PROPOSED OPERATIONS, EXPANDING THEIR CURRENT CAPABILITIES BEYOND EVALUATING AIRCRAFT OPERATIONS. SUCCESSFUL TRAINING IS REQUIRED IN NEXTGEN DUE TO THE INCREASED RELIANCE ON AUTOMATION. GIVEN THE MULTITUDE OF INPUT CHANNELS AND ACTORS THAT MUST BE INCLUDED IN AN ENVIRONMENT FOR COMPREHENSIVE TRAINING OF TRAFFIC MANAGEMENT COORDINATORS (TMCS), IT WOULD BE TOO COSTLY AND TOO COMPLEX TO ATTEMPT A FULL-SCALE HUMAN-IN-THE-LOOP SIMULATION OR TABLE-TOP EXERCISE THAT INCLUDES THE DIRECT PARTICIPATION OF ALL OF THESE ENTITIES. IN PHASE I OF THIS RESEARCH, WE STUDIED AND PROTOTYPED EFFECTIVE TECHNIQUES AND TECHNOLOGIES TO ALLOW VIRTUAL AND/OR CONSTRUCTIVE SIMULATION OF KEY COMPONENTS OF THE TMC'S ENVIRONMENT TO ACHIEVE A SIGNIFICANT STEP FORWARD IN THE STATE OF THE ART OF TMC TRAINING. IN PHASE II, WE WILL CONDUCT FURTHER RESEARCH ON TRAFFIC MANAGEMENT (TM) TRAINING TECHNIQUES AND CREATE A MORE COMPREHENSIVE PROTOTYPE SYSTEM FOR EVALUATION. THE PROPOSED INNOVATION AND FOCUS ON THIS RESEARCH IS CALLED THE COMPREHENSIVE ENVIRONMENT FOR TM TRAINING BY SIMULATION (COMETTS). NASA'S RECENT RESEARCH THRUST IN THE SHADOW MODE ASSESSMENT USING REALISTIC TECHNOLOGIES FOR THE NATIONAL AIRSPACE SYSTEM (SMART NAS) TEST BED PROVIDES AN IMPORTANT STEP TOWARD, AND PLATFORM FOR, RESEARCH IN SIMULATION-BASED TRAINING FOR THE CONTROLLER AND TMC WORKFORCE. SUCH RESEARCH HOLDS THE POTENTIAL TO SIGNIFICANTLY IMPROVE THE TRANSITION OF TECHNOLOGIES FROM NASA TO THE FAA AND ONWARD TO FULLY SUCCESSFUL IMPLEMENTATION AND ACCEPTANCE BY THE END USERS.
