THE L9 OBSERVATORY INSTRUMENT SUITE CONSISTS OF TWO MATURE INSTRUMENTS, WHICH ARE NEAR-COPIES OF THE INSTRUMENTS FLOWN ON LANDSAT 8. THEY ARE THE OPERATIONAL LAND IMAGER OLI AND THE THERMAL INFRARED SENSOR TIRS. THESE INSTRUMENTS WILL BE DESIGNATED OLI 2 AND TIRS 2 FOR LANDSAT 9, AND THE TIRS 2 INSTRUMENT WILL BE UPGRADED TO RISK CLASS B TIRS IS CLASS C ON LANDSAT 8. THE OLI 2 WILL BE BUILT BY BALL AEROSPACE TECHNOLOGY CORPORATION BATC OF BOULDER, CO. THE TIRS 2 IS BEING DEVELOPED AS A GSFC IN-HOUSE EFFORT. THE L9 SPACECRAFT BUS WILL BE BUILT BY ORBITAL ATK IN GILBERT, AZ. L9 INSTRUMENT DEVELOPMENT ACTIVITIES ARE WELL UNDERWAY, WITH BOTH INSTRUMENTS PAST CDR. THE L9 SPACECRAFT BUS IS BEING BUILT BY ORBITAL ATK IN GILBERT, AZ, UNDER A RAPID SPACECRAFT DEVELOPMENT OFFICE-III DELIVERY ORDER AWARDED IN OCTOBER 2016. ORBITAL ATK IS ALSO RESPONSIBLE FOR INSTRUMENT INTEGRATION, OBSERVATORY-LEVEL TESTING, LAUNCH SITE SUPPORT, AND OPERATIONS SUPPORT. THE TARGETED LANDSAT 9 LAUNCH READINESS DATE (LRD) IS CURRENTLY DECEMBER 2020 THE PURPOSE OF THIS TASK IT TO SUPPORT MANAGING THE DEVELOPMENT OF THE LANDSAT 9 SPACECRAFT AND OBSERVATORY. 3. IT WILL ACT AS AN OPTICAL RELAY SATELLITE FOR LOW EARTH ORBIT LEO OPTICAL-CAPABLE SPACECRAFT. IT WILL ALSO HAVE GEO GEO OPTICAL CAPABILITY TO PROVIDE CROSSLINKS TO OTHER OPTICAL RELAY SPACECRAFT THAT WILL BE LAUNCHED AS FOLLOW ON SPACECRAFT. THE NEXT GENERATION RELAY PAYLOAD IS AN OPERATIONAL SYSTEM NOT A DEMONSTRATION. THE GOAL IS A PAYLOAD THAT CAN BE FLOWN AS EITHER A HOSTED PAYLOAD RIDESHARE LAUNCH OR STANDALONE LAUNCH. DESIGN SELECTIONS MADE FOR THE NEXT GENERATION RELAY WILL IMPACT DESIGN OF A FUTURE USER OPTICAL COMMUNICATIONS TERMINALS. IN ORDER TO ASSURE THE SUCCESS OF THE NEXT GENERATION RELAY DEVELOPMENT GSFC REQUIRES SYSTEMS ENGINEERING OPERATIONS AND TECHNICAL MANAGEMENT SUPPORT STAFF FROM THE AEROSPACE CORPORATION AS WELL AS SPECIALIZED ENGINEERING SUPPORT SERVICES FOR TECHNICAL AND SCIENCE DEVELOPMENTS IN SUPPORT OF INSTRUMENT AND BUS PROCUREMENT INTEGRATION TESTING AND ANOMALY INVESTIGATION ACTIVITIES. AEROSPACE SHALL PROVIDE THE FOLLOWING SUPPORT TO THE NEXT GENERATION RELAY FLIGHT PROJECT AS DESCRIBED BELOW PAYLOAD SPACECRAFT SYSTEMS MANAGEMENT AEROSPACE SHALL PROVIDE PAYLOAD/SPACECRAFT SYSTEMS MANAGEMENT SERVICES TO THE NEXT GENERATION RELAY FLIGHT PROJECT. THE SUPPORT WILL INCLUDE PARTICIPATING IN PROGRESS MEETINGS DESIGN REVIEWS REVIEWING PLANS AND PROCEDURES ASSISTING IN PROBLEM RESOLUTION EVALUATING COMPLIANCE WITH NASA TECHNICAL STANDARDS AND PROVIDING OVERSIGHT AND MANAGEMENT NECESSARY TO KEEP THE DEVELOPMENTS ON SCHEDULE.
