STATEMENT OF WORK RIFLES General Information A Long gun is a weapon specifically designed for and used by Police Officers responding to dangerous tactical situations. After substantial research and testing, the Office of Security and Law Enforcement (OS&LE) has chosen a weapon with the following specifications: M-4 Platform, 11.5-inch short barrel configuration; .223/5.56 mm caliber; with collapsible stock, tactical equipment mounting; and sling. The Long gun is required to have a weapon mounted light and an optic to increase effectiveness of faster target acquisition and better situational awareness. Optional equipment may include but not be limited to sight risers, quick attachments/detachments, or fore/front grips. The magazines will come from a reputable source and have 30 round capacity. The Long gun should be fully ambidextrous controls—selector, magazine catch, and an ergonomic bolt interface—support right- or left-handed operation and seamless shoulder transitions for all VA Connecticut Police Officers. Background The United States Department of Veterans Affairs (VA) VA Connecticut Medical Center is protected by uniformed VA Police Officers. VA Police Officers are employees who have appointed authority under statue to enforce Federal law within VA’s jurisdiction. Such officers are armed with Department-approved weapons and are the primary initial response force to Active Threat incidents on VA-owned, leased or controlled property. VA Police Officers also complete substantial training in Active Threat Response (VA Handbook 0730/5, July 2014), and the VA has determined it necessary to add a long gun to the inventory of weapons available to VA Police Officers to protect against such threats. VA police officers will only deploy the long gun in response to life-threatening emergency situations in which the capabilities of a long gun are needed or perceived to be needed by an individual officer that chooses to deploy the long gun. VA police officers will be trained to recognize when the long gun is appropriate for deployment (VA Handbook 0720/1). Some examples of life-threatening emergencies include, but are not limited to: Active Threat, Hostage Situation, Felony Traffic Stops, and Armed Suspects. General Requirements The Vendor shall be capable of the entire quantity of long guns within the required time frames. Vendor shall ensure that all applicable laws have been complied with concerning construction, packaging, labeling, registration, and transporting. The vendor shall not make any unannounced alterations to the design or components without prior notification and written approval by the COR. The vender shall acquire and deliver the long guns within 90 days of the contract award. The Long guns will be shipped direct to each duty station within VISN 1. Addresses and shipping info will be provided at contract award. Quantity Requested and Reason The VA Police in Connecticut and Central Western Mass will require the vender to deliver a total of 26 long guns and associated accessories. The Rhode Island VA Police will require a TBD number of long guns without the associated optic. Warranty and Service- The vendor will provide a warranty and repair agreement for defective parts for a period of 5 years. Parts- The vendor will guarantee replacement parts can be purchased directly from the manufacture for a period of 10 or more years. Records Management Language for Statement of Work (SOW): The following standard items relate to records generated in executing the contract and should be included in a typical procurement contract: Citations to pertinent laws, codes and regulations such as 44 U.S.C chapters 21, 29, 31 and 33; Freedom of Information Act (5 U.S.C. 552); Privacy Act (5 U.S.C. 552a); 36 CFR Part 1222 and Part 1228. Contractor shall treat all deliverables under the contract as the property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act.
