1. This is a combined synopsis/solicitation for commercial products and services prepared in accordance
with FAR part 12, using Simplified Procedures for Certain Commercial Items found at FAR subpart
12.2, as supplemented with additional information included in this notice. Offers are being requested
and a separate written solicitation will not be issued. This announcement constitutes the only
solicitation for this requirement.
2. Solicitation number N4523A26Q0202 is issued as a Request for Quote (RFQ) for the design, shop
test, and removal/install of one (1) electric, top running, double girder, wireless (radio) controlled
15-Ton bridge crane with a single hoist.
3. This acquisition is set aside for small business concerns. This solicitation incorporates provisions
and clauses by reference. The full text of provisions and clauses may be accessed electronically
at www.acquisition.gov.
4. The NAICS code has been determined to be 333923, Overhead Traveling Crane, Hoist, and Monorail
System Manufacturing, with a small business size standard of 1,250 employees. It has been
determined that that appropriate PSC Code for this requirement is 3950: Winches, Hoists, Cranes, and
Derricks.
5. The Government intends to award a Firm Fixed Price Commercial Service type purchase order.
PSNS&IMF intends to utilize this non-personal service contract to obtain one (1) electric, top
running, double girder, wireless (radio) controlled 15-Ton bridge crane with a single hoist. To include
design, shop test, removal/install, and final acceptance.
6. The contract line-item numbers (CLIN) consist of the following: The offeror shall complete the
contract line-item number (CLIN) pricing structure in its entirety and return it with all other
required documentation, attachments, and data specified in this solicitation. For each CLIN,
the offeror must enter a "Unit Price" representing the proposed monthly rate for that contract
period. The "Total Proposed Price" shall be calculated by multiplying the proposed "Unit
Price" (monthly rate) by the quantity of units.
7. A full description of all requirements associated with this contract action are provided in a detailed
Statement of Work (SOW) (Attachment 1).
8. Delivery shall be FOB Destination. The delivery location information is provided in the SOW. Unless
otherwise specified in the order, the supplier is responsible for the performance of all inspection
requirements and quality control. Contractor shall include delivery schedule information in their
quote. The delivery location information is provided in the Statement of Work Statement (SOW).

10. Period of Performance:
Please note section 1.6.1.1 of the SOW. “The Contractor shall submit a preliminary schedule that details
key events in the design, fabrication, and installation of the crane. The schedule shall be updated and
submitted, at a minimum, monthly throughout the duration of the contract (SUBMITTAL REQUIRED).”

11. Vendors shall ensure the provision at FAR 52.204-7 System for Award Management – Registration
are up to date in SAM.gov. To be eligible for award, registration with the System for Award
Management (SAM) shall be current at the time of submitting proposals. This requirement is not
waived. To register or apply please visit the SAM website at HYPERLINK
“http://www.sam.gov/”. If you are not registered, you may request an application at (866) 606-8220
between the hours of 6 am – 8 pm (Eastern Time). The Contracting Officer will verify the Entity’s
CAGE code prior to award, so please ensure you include it in your cover letter. Failure to obtain
SAM registration will result in submissions not being considered for award.
12. Any additional contract requirement(s) or terms and conditions determined by the Contracting
Officer to be necessary for this acquisition and consistent with customary commercial practices
are included.
13. Offerors are notified that initial quotes which are incomplete may be eliminated from further
consideration for award. The Contractor shall meet all requirements of this Request for Quote.
Award will be made to the quote that is most advantageous to the Government in terms of
meeting its requested delivery date and specifications, at the lowest price, in accordance with
52.212-2, Evaluation – Commercial Products and Commercial Services (FEB 2026).
