What this opportunity is
The Department of Health and Human Services is seeking a high-frequency power amplifier operating in the 18-40 GHz range, specifically for the FDA's Center for Devices and Radiological Health to support electromagnetic compatibility testing of medical devices. This opportunity is set aside for total small businesses under NAICS 334516, which pertains to analytical laboratory instrument manufacturing. Interested vendors should note that this is a combined synopsis/solicitation, indicating that they will need to prepare and submit a proposal rather than simply tracking the notice.

Background:
The Division of Biomedical Physics performs regulatory science research to address the safety of
medical devices when exposed to common electromagnetic emitters in their environment of use.
The required high frequency (18-40 GHz) power amplifier is needed to design an Electromagnetic
Compatibility (EMC) test method for evaluating immunity of medical devices to electromagnetic
disturbance sources. This power amplifier is needed to generate FR2 signals with amplitudes
reaching the FCC and 3GPP limit levels in order to emulate real-world FR2 field exposure
conditions to support test method development and verification through laboratory experiments
performed in an anechoic chamber
Minimum Technical Requirements:
Any catalog number, manufacturer brand name, or proprietary description used in this solicitation is
used as descriptive only, not restrictive, and used to indicate type, function, or desired quality.
• Shall be a solid-state power amplifier technology
• Shall be a standalone unit with integrated control/programming interface, power supply, and
cooling system
• Shall be powered by 120 V single-phase mains (standard U.S. electrical outlet)
• Shall have an operating frequency range: minimum 18–40 GHz
• Shall have an output power: ≥ 20 W
• Shall have an small signal gain: ≥ 43 dB
• Shall have be capable of amplifying both continuous wave (CW) and modulated signals
-- 2 of 12 --
• Shall provide infinite load protection (RF output protector)
• Shall not become unstable during its operation.
• Shall have maximum allowable input power: ≥ 0 dBm
• Gain flatness shall not exceed ±5 dB
• Shall have a spur level at Psat ≤ -60 dBc
• Shall have an harmonics level ≤ -15 dBc
• Shall have a maximum input VSWR shall not exceed 2:1
• Shall have includes over-temperature protection
• Shall have an RF Input and output port impedance = 50 ohm
• Shall have RF input connector type is 2.92mm K-connectors
• Shall have RF output connect type is WRD 180 waveguide
