Bldg. 7306 Carpet Delivery, Removal and Installation

SCOPE / DESCRIPTION OF SERVICES: The contractor shall provide all materials, labor, equipment,
and services required to deliver, remove, and install carpet in the 2d Munitions Squadron (2 MUNS),
Bldg. 7306.
DELIVERY AND INSTALLATION: Sixty (60) Days ARO.
BACKGROUND: The current carpet in Bldg. 7306 is heavily worn, stained, and deteriorated, creating
an unprofessional and distracting environment in areas used daily by the Flight Chiefs, SEL, Control
Room, and Officer leadership team. These spaces function as a central hub for leadership engagement,
member support, and operational oversight, and the degraded flooring negatively affects both workspace
functionality and the professional standard expected of leadership areas. Replacing the carpet eliminates
safety concerns caused by loose or frayed sections and restores a clean, serviceable environment that
supports readiness and quality. The upgrade directly enhances mission execution by ensuring leadership
operates in a safe, presentable, and effective workspace.
LOCATION:
109 Dunn Blvd., Bldg. 7306 Rm. 101, Rm. 107, Rm. 108, Rm. 110, Rm. 114, Rm.
115, Rm. 116, and Rm. 117 located at Barksdale AFB (BAFB), LA
HOURS OF OPERATIONS. Normal hours of operation for this contract are between hours of 0800 and
1600 hours. The contractor shall perform the services required under this contract during this time. The
contractor will coordinate with the project managers to schedule the entirety of this project.
REQUIRMENTS (OVERVIEW): The contractor shall furnish all labor, materials, tools, equipment,
transportation, and supervision necessary to complete the removal and installation of carpet and
associated trim/any required additions to install the carpet. Work includes removing and disposing of all
existing carpet, carpet adhesive, tack strips, carpet trim, and related debris in accordance with local
disposal regulations.
The contractor shall supply and install new carpet tiles, new rubber base. shoe molding, rubber base,
transition strips and carpet trim as specified in the approved floor plan. All materials must meet
manufacturer specifications, warranty requirements, and industry standards for commercial installation.
The contractor shall install carpet tiles using manufacturer-approved adhesive and methods, ensuring
proper alignment, cutting, and fitting around walls, doorways, and fixed furniture. All transitions between
carpet and other flooring types shall be installed to provide a smooth, safe, and uniform finish.
The contractor is responsible for protecting government furniture, equipment, and surfaces from dust,
damage, or adhesive during all phases of work. Any damage caused by the contractor shall be repaired at
no additional cost. Work shall be performed in phased sections to minimize disruption to office
operations. The contractor shall coordinate all scheduling with the project manager, including access
requirements, work hours, and sequencing of each area.
At the end of each workday, the contractor shall leave the area clean, vacuumed, free of debris, and safe
for occupancy. A final walk through with the project manager is required between each room or phase
and again at project end to verify proper installation, cleanliness, and completion of all tasks.

The Government will disconnect equipment, but contractor is responsible for moving /relocating/lifting
furniture to complete work, and reinstall or place in pre-work location. Contractor should be aware of
System furniture wall & door in rm. 107, that will need to be removed before install flooring, and
reinstalled once flooring is complete.
SECURITY REQUIREMENTS: Visitor Passes: To receive a visitor pass the contractor must complete
an (S5 Pass) AF Form 75 Visitors/ Vehicle Pass. The contractor should contact SSgt Marcus
Ruckman/SSgt Caleb Dwyer at (318) 456-1016 or (318) 456-5772, once the driver is 30 min from the
East Gate (industrial gate), so an escort can be provided to meet the driver, and/or installation crew, to get
their visitor pass. S5 Pass. Once the form is filled out, send the form back to S5 (email is on the form). S5
will conduct a background check, after 7-10 days the sponsor will meet the contractor at the East Gate

Visitor Center and escort the contractors to S5 to receive a temporary I.D. for the duration of the project.
The contractor vehicle must be inspected for any contraband upon arrival to East Gate anytime they need
to gain access to the installation. This information will be reviewed and forwarded to 2 SFS/S5 Pass &
Registration Office. If a pass is approved, the 2 SFS/S5 Pass & Registration Office will issue an AF Form
75 (Visitor Pass) to the contractor and his/her employees upon completion of screening process for the
duration of the contract. The screening process takes time, and the contractor shall visit the Commercial
Visitor Control Center prior to expecting base entry to receive required forms and instruction on the
application process, to include estimated time of receiving the visitor pass. Other option is for the
contractor to contact SSgt Marcus Ruckman/SSgt Caleb Dwyer at (318) 456-1016 or (318) 456-5772, once
the driver is 30 min from the east gate (industrial gate), so an escort can be provided to meet the driver,
and/or installation crew, to get their visitor pass. Although contractors will not be issued vehicles passes,
vehicles are subject to search while on the installation. Employee privately owned vehicles will not be
allowed access to restricted/controlled areas without a free zone being established. All Contractor vehicles
