LACFWRU – 250 HP 4 stroke outboard
The USGS, Cooperative Research Units in Reston, VA, supporting the Ecosystems mission Area
requests the purchase of a 225 Hp 4 stroke outboard engine to replace an old, and frequently
malfunctioning 225 Hp 2 stroke outboard engine on a federal 22’ Guardian Whaler. The Whaler
is used to support the field science program of the Louisiana Cooperative Fish and Wildlife
Research Unit (LACFWRU) for sampling nekton communities and vegetation across the
extensive coastal marsh and estuarine areas around the state. A reliable motor is critical to
power the boat to the sites, often 20 or 30 miles from the nearest launch, and often in isolated
areas of the marsh through an intricate pathway of bayous. A functional and reliable motor will
be critical for safety needs and make it possible to gather nekton and vegetation data that are
difficult to access and more remote safety, and thus allow us to develop more robust and accurate
estimates of biological parameters.

The USGS mission essential functions involve providing information that supports decision
makers and resource managers in the preservation of life, health, and safety of the American
people and related information delivery systems for global monitoring and reporting. The
resources identified in this procurement support research in ecology, dynamics, habitat
management, and species distribution modeling for a variety of wildlife populations and
communities, and directly support the educational training of graduate research students and the
ability of the USGS to capture, process, monitor, report, and distribute scientific data in a timely
manner. In making this procurement decision, USGS considered alignment with DOI IT
Transformation goals, alternative solutions, bandwidth and IT security impacts, portability,
interoperability, and life cycle requirements.
