This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. This solicitation incorporates provisions and clauses by reference (see Attachment 5). Delivery of items is required within 60 days after receipt of order. Place of Performance/Delivery: 109 Engineers Way Building 356, Heavy Repair CAFB, NM 88103 a) FOB Point: Destination Section 3: Instructions for Offerors – Commercial Products and Commercial Services a) Submission of offers. Submit signed and dated offers to the Points of Contact specified in this solicitation at or before the exact time specified in this solicitation. As a minimum, offers shall include: a. The solicitation number; b. The name, address, telephone number of the Offeror; c. The Offerors Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator; d. Information necessary to evaluate the factors contained in Section 4: Evaluation – Commercial Products and Commercial Services of this solicitation. The Offerors’ response to this solicitation must be received by the Points of Contact identified in this solicitation at or before the exact time specified in this solicitation and must include the following documents to be considered responsive: i. Quotation or Proposal that conforms to the requirements listed in Attachment 1; ii. Attachment 2: Offeror Information & Certification filled out completely and signed by an authorized representative of the company who has authority to legally bind the company; iii. It is the offeror’s responsibility to ensure they are accurately represented and certified. d) Formal communications. Any formal communication, including questions and answers, shall be submitted in writing via email to the Points of Contact listed in this solicitation. It is the offeror’s responsibility to acknowledge receipt of all formal communications. Answers to all questions shall be posted as an addendum to the solicitation on SAM. e) Period of acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. f) Late submissions, modifications, revisions, and withdrawal of offers. a. Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation. b. Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise acceptable offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted. c. If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume. d.
