1. Reference (a) submits reference (b), which requests to use SUBMEPP Maintenance Standards for evaluation and repair guidance.
In response, the use of Maintenance Standard 5640-081-126 Revision C Change-9 (i.e. CSD508 in ECDS) for the refurbishment of the subject hydraulic actuator is technically acceptable for the subject solicitation and subsequent contract if awarded only.
2. Reference (a) submits reference (b), which requests the addition of MIL-I-8950 and MIL-STD-2154 to the Non-destructive testing (NDT) specifications for the subject solicitation.
In response, MIL-STD-2154 dated 30-September-1982 Discontinuity Class B or SAE AMS-STD-2154 Revision E Discontinuity Class B is acceptable for NDT testing where MIL-I-8950 is invoked in lieu of inspection in accordance with NAVSEA T9074-ASGIB-010/271 for the
subject solicitation and subsequent contract if awarded only. All other contractually required non-destructive testing is to be in accordance with paragraph 3.5 of the subject contract.
3. Reference (a) submits reference (b), which requests to use stainless steel class 304 or 316 per QQ-S-763, AMS-QQ-S-763, or ASTM A479 in lieu of nickel plated mild steel for the plugs (item #19 and #39) for the subject solicitation.
In response, it is acceptable to manufacture the plugs (items #19 and #39) from stainless steel class 304 or 316 in accordance with QQ-S-763, AMS-QQ-S-763, or ASTM A479 in lieu of nickel-plated mild steel for the subject solicitation and subsequent contract if
awarded.
4. Reference (a) submits reference (b), which requests waiver of Contract Data Requirements List (CDRL) Item A004 for the subject solicitation.
In response, provided no production or repair welding occurs, the request to waive CDRL A004 is acceptable for the subject solicitation and subsequent contract if awarded only.

1.This requirement is pursuant to Emergency Acquisition Flexibilities (EAF).
2.The resultant award of this solicitation will be issued bilaterally, requiring the contractor's written acceptance prior to execution.
3.All contractual documents (i.e. contracts, purchase orders, taskorders, delivery orders, and modifications) related to the instant procurement are considered to be "issue" by the Government when copies are either deposited in the mail, transmitted by facsimile,
or set be other electronic commerce methods such as email. The Government's acceptance of the contractor's proposal constitutes bilateral agreement to "issue" contractual documents as detailed herein.
4.If the offeror is not the Original End manufacturer (OEM) of the material called out in the requirement, the OEM must be stated (Company Name and CAGE) and the offeror must provide a signed letter of authorization as a distributor on the OEM's letterhead.
5.If requirement will be packaged at a location different from the Offeror's address, the Offeror shall provide the Name, Street Address and CAGE of the Packaging Facility.
6.Any contract awarded as a result of this solicitation will be DO certified for national defense under the Defense Priority and Allocations System (DPAS). Provision 52.211-14, Notice of Priority Rating for National Defense, Emergency Preparedness, and Energy
Program Use, shall be inserted in solicitations when the contract to be awarded shall be a rated order.
7.Please provide repair price as Estimated (EST) for the full repair effort of the requirement.
8. Vendor shall have 90 days after receipt of carcass(es) to complete a teardown and evaluation (TD&E) of the carcasses and submit a Firm Fixed Price (FFP) quote for the full repair effort of the carcasses.
