Statement of Objectives (SOO) 38th Rescue Squadron (RQS) Readiness Training Support – Military Free Fall (MFF) 1. Scope. The purpose of this Statement of Objectives (SOO) is to obtain contracted airlift, facility, and parachute rigging support to enable the 38th Rescue Squadron (RQS) to conduct critical Military Free Fall (MFF) readiness training. 2. Requirement. The 38th RQS requires a comprehensive 5-day training support package to facilitate canopy control and relative flight stack flying operations. The contractor shall provide the necessary aviation support, dropzone access, securing rigging facilities, and certified rigging personnel to enable training. Internal academic instruction, MFF tactical instruction, and debriefs will be conducted by 38th RQS Pararescuemen (PJs). 3. Period and Place of Performance. • Period of Performance: 3 - 7 August 2026 (5 days). • Place of Performance: A contractor-provided facility and dropzone located within an 8- hour drive by vehicle from Moody Air Force Base, GA. 4. Background. The 38th RQS requires 5 days of a Canopy Control Course/ Relative Flight Stack Flying that includes continuous readiness training in MFF operations to maintain combat proficiency. Specifically, operators require training that teaches all aspects of individual canopy control, emergency actions, and landing accuracy with the RA-1 parachute system. Additionally, the team requires practice in stacking multiple operators and canopies for safe and accurate landings on an objective. Because 38th PJ Instructors will act as the Subject Matter Experts (SMEs) providing the instruction, the contractor's primary role is to supply the logistical, aviation, and facility framework necessary for the squadron to execute this training safely and effectively. -- 1 of 3 -- 5. Performance Objectives. The contractor shall achieve the following performance objectives: 5.1 Aviation and Airlift Support • Objective: Provide highly capable, certified aircraft suitable for complex military free- fall operations. • Key Results: o Aircraft is FAA Part 91 certified and fully meets the requirements of DOD Instruction 4500.53 ("DOD Commercial Air Transportation Quality and Safety Review Program"). o Aircraft is ramp-exit capable and can comfortably hold a minimum of 14 combat equipment jumpers. o Aircraft and crew are fully capable of supporting Day/Night, High Altitude Low Opening (HALO), High Altitude High Opening (HAHO), combat equipment, and oxygen jumps. 5.2 Dropzone and Facility Support • Objective: Ensure safe, secure, and fully equipped ground facilities and dropzones for training operations and parachute packing. • Key Results: o Provision of a dedicated parachutist landing area equipped with a current military Drop Zone (DZ) survey meeting the requirements of DAFMAN 13-217. o Provision of a private, securable hangar space large enough to accommodate the simultaneous packing of 7 parachutes. o Availability of adequate teaching/academic facilities to allow 38th PJ Instructors to conduct pre-jump training and debriefs. 5.3 Parachute Rigging Support • Objective: Provide qualified personnel to ensure rapid, safe, and compliant packing of parachute systems during the 5-day training period. • Key Results: o Provision of five (5) civilian FAA Master or Senior riggers. o Riggers must be fully certified and current on both the RA-1 and NTRAP systems for the duration of the training event. -- 2 of 3 -- 5.4 Facilitation of 38th RQS Instruction • Objective - Maintain an operational environment that allows 38th PJ Instructors to seamlessly cover their required training syllabus. • Key Results - Facilitation of training events covering but not limited to: 5.4.1 Learn basic aerodynamics of RA-1 canopy flight 5.4.2 Traffic pattern setup and flight 5.4.3 Emergency maneuvers 5.4.4 Returning to DZ on a long spot with RA-1 5.4.5 Learn the flight cycle of Ram-air canopy 5.4.6 Different flight modes of the RA-1 canopy 5.4.7 In-depth look at traffic pattern adjustments 5.4.8 Obstacle avoidance during landing 5.4.9 Turn reversals 5.4.10 Weather phenomenon that affects canopy flight 5.4.11 Learn harness inputs for canopy control 5.4.12 Combining control inputs for RA-1 flight 5.4.13 Front riser usage 5.4.14 Utilization of body position 5.4.15 The forces acting on your canopy 5.4.16 Half braked approaches 5.4.17 Use of navigational equipment 5.4.18 Night MFF Operations 5.4.19 Oxygen systems 5.4.20 HAHO parachute drops 6. Operating Constraints. • Deliverables: There are no formal administrative deliverables required at this time; performance is measured by the successful provision of the objectives listed above. • Compliance: All operations must strictly adhere to FAA regulations, DOD Instruction 4500.53, and DAFMAN 13-217. -- 3 of 3 --
