1. DESCRIPTION OF SERVICES:
BACKGROUND:
1.1. This Statement of Work (SOW) defines
1.2. TASK/SCOPE OF WORK: The Contractor will conduct the following tasks under this
effort.
1.2.1. This Statement of Work (SOW) outlines the responsibilities of contractor chosen
for the supply and installation of two each, air compressors, air dryer and oil
water separator. It’s also for the removal and haul away of 2 each air compressor
at 3640 Patrick Avenue, Joint Base Andrews. This project includes the
replacement of the existing Ingersoll Rand 30 hp rotary screw compressors (2
each), refrigerated air dryer, and oil-water separator with two each of the same
spec air compressor, air dryer and oil-water separator. This will include all the
piping needed to connect the two air compressors, air dryer and oil-water
separator to the existing piping to disperse the air through the building.
1.2.2. This requirement is for two brand new air compressors that meet or exceed
performance standards and adhered to specifications contained herein and the
salient characteristics sheet attachment. The air compressors must provide a
reliable and continuous source of high-pressure, high-volume compressed air,
which is critical for all pneumatic operations within the aircraft structural
maintenance shop. They will replace our current, failing system, which consists
of one inoperable unit and one that consistently overheats, causing severe
operational delays. This new system is expected to eliminate work stoppages and
significantly improve the efficiency of critical maintenance tasks such as
sandblasting, painting, sanding, and operating various pneumatic hand tools. The
continuous-duty rating and robust cooling will ensure the compressors can meet
our high operational tempo without failure. This directly supports our mission by
increasing productivity, reducing aircraft downtime, and ensuring maintenance
schedules are met consistently and safely.
1.2.3. Physical characteristics:
• Quantity: Two (2) new rotary screw air compressors
Meeting or exceeds existing air compressors performance output and specifications
• Power Supply: 230/460V 3-Phase industrial power
• Configuration: Tank-mounted to ensure a ready supply of compressed air and
reduce cycle frequency.
• Footprint: Approximate dimensions should not exceed 75" L x 40" W x 70"
H to fit within the existing equipment space.

1.2.4. Performance: Must be a 30-horsepower, continuous-duty rotary screw air
compressor.
1.2.5. Equipment Supply and Delivery: Furnish and deliver the specified new
compressor system (2 each air compressors, oil-water separator and air dryer)
equipment to 3640 Patrick Ave., Joint Base Andrews. (Details of the new
equipment are provided in a separate appendix/attachment.)
1.2.6. Removal of Existing Equipment: Remove two each Ingersoll Rand 30 hp rotary
screw compressors, refrigerated air dryer, and oil-water separator from their
current location at 3640 Patrick Ave., Joint Base Andrews.
1.2.7. Equipment Installation: Set two air compressor systems, refrigerated air dryer and
oil water separator in place and connect it to the existing compressed air
distribution system.
1.2.8. Control System: Equipped with a microprocessor-based controller for monitoring
operating parameters, managing load/unload cycles, and providing service alerts.
1.2.9. Duty Cycle: Must be rated for 100% continuous duty to operate reliably without
overheating in a high-demand, non-climate-controlled environment.
1.2.10. Air Delivery: Capable of delivering a minimum of 125 CFM at 125 PSIG to
power multiple high-demand pneumatic tools simultaneously.
1.2.11. Moisture Control: The new compressor system must include an automated means
of expelling any water and moisture accumulation, such as an auto purge valve, to
prevent corrosion and ensure the integrity of the compressed air distribution
system.
1.2.12. Air Quality: Must include an integrated air-aftercooler to cool the compressed air
and remove excess moisture, protecting air tools and ensuring high-quality
finishes in applications like painting.
1.2.13. Piping: Utilize piping to connect the new 2 each air compressors, air dryer and oil
water separators to the existing “blue” aluminum compressed air piping system.
Contractor will take reasonable measures to minimize disruption to the existing
compressed air system during the connection process. When work is complete the
contractor along with end user will ensure there aren’t any air leaks in new work.
1.2.14. Electrical Connection: Connect the new equipment to the existing electrical
supply. If incorrect power supply is in breaker box. Contractor will run a line to
breaker box for correct hook up power. Contractor will follow all Joint Base
Andrews, DoW, county, state and federal codes to hook up new equipment to
existing power supply.
1.2.15. Equipment Disposal: Upon completion of the installation, contractor will haul
away the existing equipment removed and dispose of it in a manner that meets
EPA, State of Maryland and Federal requirements
1.2.16. Operational Standards: all work to be performed in accordance with federal, state,
and local regulatory requirements and standard operating procedures.

1.2.17. Project Timeline and Working Hours
1.2.18. All work will be performed during regular working hours, Monday through
Friday, from 7:00 AM to 3:30 PM. A detailed project schedule will be provided
by contractor following contract award.
1.2.19. Contractor will secure all appropriate badging to get on Joint Base Andrews, Md.
1.2.20. Civil engineering will provide all escorts and end user will not be responsible for
monitoring workers at the jobsite
1.3. APPLICABLE DOCUMENTS: The contractor shall follow appropriate format and
staff publications in compliance with applicable Air force and DoW guidance.
