This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a Request For Quote (RFQ). NAICS is 212319 with a size standard of 550 employees. This document is conducted under the procedures of FAR Parts 12 and 13 incorporating provisions and clauses in effect through the current Federal Acquisition Circular (FAC) 2026-01. This product is an ideal base material for driveway and road construction. 3/8” minus crushed trail gravel with fines is a blend of angular crushed stone (up to 3/8" in size) and fine stone dust. The smaller particles and dust fill the voids between the larger pieces, allowing the material to pack together very tightly. This product is primarily used for walkways, retaining walls, and patios. Construction Standard for Class-3 Aggregate Base (this is the standard applied within our region) • Typical size: 1½ inch nominal maximum size. • Composition: Similar to Class-2 but with larger aggregate particles, designed for different compaction and load-distribution characteristics. • Performance: Also engineered for stability and durability, with gradation and strength requirements tailored to its particle size for proper interlock and compaction. • Uses: Often used in projects where larger-size base material is specified for drainage or compaction benefits, or where the design calls for a coarser base layer. Key Differences • Particle size: Class-2 is finer (¾″ max), Class-3 is coarser (1½″ max). • Compaction density: Both aim for high compaction, but the larger particles in Class-3 may require different placement and compaction techniques. • Design intent: Class-2 is more common for general road bases; Class-3 may be used where drainage or specific compaction needs differ. Materials will consist of virgin quarried aggregate (e.g., base rock), newly mined and sourced from local (sourced within approx. 100 miles) geological deposits. Recycled and/or washed river rock will not be accepted, as they are not compatible with the objectives of this project. This approach will limit the potential for the introduction of invasive species. SCOPE Base - Delivery of 5,500 tons of 1.5” minus crushed road base gravel with fines delivered to the Hookton Unit of Humboldt Bay National Wildlife Refuge (Figure 1). Quotes shall specify cost per ton and include cost of material, delivery, placement, and all associated fees and costs. Refuge staff shall provide 24-hour advance notice to the contractor when deliveries are required and will provide onsite guidance to drivers as to specific locations gravel will be tailgate spread. Under no circumstances will washed or rounded river gravel be accepted. Such deliveries will be rejected, as these materials are incompatible with project goals and objectives.
