LIST OF SPECIFICATIONS 9 INTRODUCTION / BACKGROUND The U.S. Bureau of Reclamation (Reclamation) has authority for river maintenance of the Rio Grande between Velarde, New Mexico, and the headwaters of Caballo Reservoir under the Flood Control Acts of 1948 and 1950. “River maintenance” refers to river and infrastructure maintenance and restoration actions that accomplish one or more of the following (the order listed does not imply importance): Provide for effective transport of water and sediment to Elephant Butte Reservoir Conserve surface water within the Middle Rio Grande (MRG) Basin. Protect riverside structures and facilities Reduce and/or eliminate aggradation in the MRG Reduce the rate of channel degradation from Cochiti Dam south to Socorro Restore natural river processes Provide habitat improvement for the Endangered Species Act-listed species within the MRG Project Area This riprap supply contract will provide Reclamation needed materials to meet its river maintenance responsibilities, specifically the protection of riverside structures and facilities during an emergency. Three sites will receive riprap on this contract. The Bernalillo Stockpile Site is approximately 17 miles north of the junction of I-25/I-40 and accessed from the eastside frontage road north of US 550. 35°21'9.21"N 106°28'58.42"W The HWY 380 stockpile that is approximately 1.4 miles East from the junction of I-25/HWY 380. 33°55'16.70"N 106°51'19.43"W The site 201.8 is located on Sandia pueblo and requires a specific route that needs to be taken once on the Pueblo. 35°18'4.15"N 106°34'27.49"W SCOPE OF WORK The Contractor shall provide a fixed cost to perform the following: Supply all labor, materials, transportation, supervision, tools, equipment, and expertise necessary to furnish, haul, and stockpile 3,300 tons of 12-inch nominal diameter riprap at Bernalillo stockpile, 5,500 tons of 16-24 inch diameter riprap at the HWY 380 stockpile and 880 tons of 16-24 inch diameter riprap and provide dust abatement at all sites when delivering riprap. Figure 1-3 shows the delivery location for the riprap material. With a total of 9,680 tons of riprap required. The Bernalillo stockpile and HWY 380 stockpile will be delivered upon award of the contract. The RM 201.8 site will be delivered once the COR gives approval for delivery to the site. The RM 201.8 riprap may need to be delivered to the Bernalillo stockpile site if approval is not granted by the Sandia pueblo before the contract expires. Should the riprap provided not conform to the specified sizes outlined in the contract, the contractor is required to remove any incorrectly sized riprap and deliver materials that meet the stipulated requirements. Contract shall comply with Reclamation Safety and Health Standards (RSHS). The latest version of the RSHS can be found at the following web address. http://www.usbr.gov/ssle/safety/RSHS/rshs.html Contractor shall comply with all specifications outlined in this Statement of Work. GOVERNMENT-FURNISHED PROPERTY No government-furnished property will be provided to the contractor. PERMITS AND ACCESS The Government will arrange for the necessary environmental permits for the work defined in this Statement of Work. Contractor shall complete an Access Permit and a THPO Permit (See Attachments 1 and 2) and shall provide Covid-19 protocols when required. Lack of access to the work sites shall be reported immediately to the Contracting Officer’s Representative (COR). Bureau of Reclamation may assist in acquiring permits if it is necessary. Contractor shall acquire any permits required by the New Mexico Department of Transportation. SPECIAL REQUIREMENTS Dust Abatement The Contractor shall provide dust abatement at all sites while hauling and stockpiling riprap. PERIOD OF PERFORMANCE/SCHEDULE The Contractor shall begin work within 15 calendar days after receipt of the Notice to Proceed, or within an agreed amount of time as discussed and approved by the CO/COR. The period of performance will be from the date the contract is awarded to 7/1/2027. RM 201.8 Site The contractor may deliver the 16-24 inch riprap material after the COR gives the notice to proceed. This delivery may not be approved until later in the contract performance period. Work hours at the sites shall be Monday through Friday from 6:00 a.m. to 6:00 p.m. PROPOSALS Contractor proposals shall include the following: Quarry Mineral Report documenting the rock specification detailed in Section 31 37 00 Part 2. SITE VISIT A site visit can be requested by contacting the COR.
