COMBINED SYNOPSIS/SOLICITATION 140R4026Q0103 Navajo Bulk Fencing Materials This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in part 12, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01 effective 3/13/2026. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 140R4026Q0103 is issued as a request for quotation (RFQ). This combined synopsis & solicitation notice is a request for competitive quotations. Therefore, all capability statements or quotations received prior to the RFQ close date will be considered. 1. This is a total small business set-aside under NAICS 332323 with an associated small business size standard of 500 Employees. 2. Description of Services: The Bureau of Reclamation requires the purchase, delivery and offloading of fencing materials at Navajo State Park. These materials will support a separate fence installation effort to be performed either by Colorado Parks and Wildlife under a service agreement or through a Bureau of Reclamation service contract. This acquisition covers only the supply and delivery of the required fencing materials 3. The Government intends to award a single fixed-price purchase order resulting from this RFQ. to the responsible contractor whose quote represents the lowest price technically acceptable offer. 4. Submit the following documents in response to this RFQ: a. Technical Capability Statement which indicates the items being supplied are in accordance with the Statement of Work. b. Submit literature, specs sheets, product specification sheet, or other supporting docs to ensure accuracy with the statement of work c. Price Quote (Attachment 2-Price Schedule). To be considered for award: a. Contractors must be: i. Capable of providing ALL the required materials. Materials furnished must match the specifications and quantities required in the Statement of Work. ii. Capable of providing all new items, items cannot be used or refurbished. b. Provide a Pricing Proposal i. Provide a complete price schedule. Quotes will be considered for award as per the Price Schedule, but no quote will be considered for award on only a part of the Price Schedule. Quotes will be evaluated to determine a fair and reasonable price. ii. Include all labor, materials, overhead, delivery fees, and all other applicable costs required to complete the work. 5. The delivery location is: Navajo State Park at 1526 County Rd 982, Arboles, Colorado 81121. -- 1 of 12 -- Please Contact: Jon Meats, Navajo State Park Manager with Colorado Parks & Wildlife at (970.883.2208 ext. 208) at least 3 (three) business days prior to each delivery. 6. Period of Performance: Day of award – September 30,2026 Deliver all materials no later than September 30, 2026. 7. FAR Provisions and Clauses 52.212-1, 52.212-2, and 52.212-4 apply to this procurement. The full text of FAR provisions or clauses may be accessed electronically at: https://www.acquisition.gov/. The provision at 52.212-1, Instructions to Offerors–Commercial Products and Commercial Services applies to this acquisition. Addendum to 52.212-1 substitutes the term “quote” where the term “offer” appears in the provision. As per provision 52.212-2, Evaluation-Commercial Products and Commercial Services, the following factors will be used to evaluate the quotes: Technical Capability, Past Performance, and Lowest Price. The Government will evaluate the offers to determine the following: a. Contractor is: i. Capable of providing ALL the required materials. Materials furnished must match the specifications and quantities required in the Statement of Work. ii. Capable of providing all new items, items cannot be used or refurbished. b. Contractor i. Provided a complete price schedule. Quotes will be considered for award as per the Price Schedule, but no quote will be considered for award on only a part of the Price Schedule. The Government will only consider offerors who meet the above criteria to be technically acceptable, The two lowest priced quotes will be evaluated and if they are considered technically acceptable, the quote with the lowest price represents the best value for the government and the evaluation process stops at this point. Award shall be made to the lowest priced quote without further consideration of any other quotes. If either of the two lowest priced quotes are not technically acceptable, the next lowest priced quote will be evaluated, and the process will continue (in order by price) until a total of two quotes are considered technically acceptable. 8. Quotes are due on July 21, 2026, by 4:00 PM MDT. All questions/inquiries must be submitted to the contract specialist via e-mail no later than 4:00 PM MDT July 13, 2026.
