THIS REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT NOTICE ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES. THIS IS NOT A SOLICITATION.
SUBMISSION OF INFORMATION ABOUT PRICING, DELIVERY, THE MARKET, AND CAPABILITIES IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI FOR PLANNING PURPOSES IN ACCORDANCE WITH (IAW) FAR 15.201(e).

SOURCES SOUGHT/RFI DESCRIPTION
This is NOT a solicitation announcement. This is a Sources Sought Notice / RFI only. The purpose of this Sources Sought Notice / RFI is to gain information about potential qualified sources and their size classification relative to NAICS 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing). Responses to this Sources Sought Notice / RFI will be used by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought Notice / RFI, further RFIs and/or a solicitation or other announcements may be published.
The purpose of this contract is to have a vendor to provide Ultrasound Simulator at Long Beach VA Healthcare System, Long Beach, CA. The vendor shall provide following requirements:
Must have: Educational and Clinical Realism
Manikin-based system replicates real-time visual, physical, and ergonomic attributes of ultrasound scanning, including palpable thoracic and pelvic bony landmarks.
Motion tracking with 6 degrees of freedom aligns the physical manikin with virtual anatomy, reinforcing proper probe handling and spatial orientation.
Detailed cardiac and abdominal anatomy plus bone, lung, and abdominal artefacts allow realistic pathology recognition and image interpretation practice.
Must have: Comprehensive Imaging Capabilities
Supports TTE, TEE, and TGAUS ultrasound scanning on a single platform, covering key cardiac and abdominal applications in one system.
Simulates cardiac, lung, and abdominal ultrasound with 2D/3D/4D, biplane, M mode views, MPR, color flow Doppler, and spectral Doppler of the heart and inferior vena cava.
Adjustable image settings (depth, angle, gain, contrast) and zoom/freezing/scrolling functions mirror clinical ultrasound console controls.
Must have: Rich Pathology and Assessment Content
Includes more than 200 pathologies, with Stealth Mode to hide pathology names and support unbiased assessment and exam-style training.
Self-directed instructional modules cover basic probe movements, image optimization, view acquisition using Target Cut Planes (TCPs), and echocardiographic measurements.
Quantifiable kinematic metrics can be recorded during TCP exercises to monitor and objectively assess learner performance over time.
Must have: Advanced Visualization and AR Tools
Animated 2D AR display of labeled anatomical structures can be enabled/disabled and moved/rotated to teach anatomy and probe image relationships.
Ability to switch between split-screen and single-screen views of AR and ultrasound displays helps learners correlate anatomy with imaging in real time.
Noise addition on the ultrasound view allows instructors to vary image quality and difficulty, preparing learners for challenging real-world scans.
Must have: Remote and Collaborative Learning Support
Interactive remote education tools work with any web-conference application, enabling live, distance-based ultrasound teaching and supervision.
Images, videos, reports, and metrics can be captured and exported, supporting debriefing, portfolio creation, and documentation of competency.
The simulator can connect to a second display with options to extend or mirror the interface for group teaching or conference demonstrations.
Must have: Turnkey Hardware and Expandability
Comes with male multi-purpose manikin, phased array/transesophageal/curvilinear transducers, HP Omen laptop, cables, and user guide for out-of-the-box use.
Optional OB GYN capabilities with a female manikin and transvaginal/curvilinear transducers allow expansion into obstetric and gynecologic ultrasound training.
Additional cardiac and abdominal pathology software packages are available, making the system scalable as program needs to grow.
Must have: Practical Technical Specifications
High-performance laptop (minimum requirement: Intel Core i9 CPU, 1 TB SSD, 16 GB RAM, NVIDIA RTX 2080 graphics) ensures smooth, high resolution ultrasound simulation.
System operates on standard 110/240V 50/60Hz power and is specified for typical clinical ambient temperature and humidity ranges, simplifying installation.
Compact external Polhemus box and moderate manikin dimensions/weights make the system portable across simulation rooms or training sites.
Must have: Integrated Curriculum and Workflow Support
Echo report function with automated calculations and workflow-consistent menus supports teaching of standardized echocardiography reporting.
Access to CAE Healthcare s ICCU e Learning curricula provides structured learning paths that integrate with simulator use.
Measurement tools (length, diameter, circumference, area) and optimization features help learners practice quantitative echo and abdominal ultrasound techniques.
