This is a combined synopsis/solicitation for Commercial Products and Commercial Services prepared in
accordance with the Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12, This
announcement constitutes the only solicitation; quotations are being requested, and a written solicitation
document will not be issued.
This is a notice that this is a Lowest Price Technically Acceptable procurement, that is a total set-aside for
Small Business. Only quotes submitted by Small Businesses will be accepted by the government. Any quote
that is submitted by a contractor that is not a Small Business will not be considered for award.
This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular FAC 2026-01 effective March 13, 2026. It is the
responsibility of the contractor to be familiar with the applicable clauses and provisions. The FAR clauses may

Description of Requirements:
The U.S. Department of Transportation (USDOT), Maritime Administration (MARAD), is seeking to procure
new mooring lines for ships and barges in the National Defense Reserve Fleet. The Suisun Bay Reserve Fleet
(SBRF), Benicia, CA has a firm fixed price contract requirement for the purchase and delivery of mooring lines

as described in the attachments. Quoters are required to submit pricing for all materials on the vendor price
sheet, Attachment 2.

Questions or comments regarding this solicitation shall be submitted via email to scott.j.lewis.ctr@dot.gov and
robert.mcdermott@dot.gov by June 29, 2026 at 5:00 PM ET, to allow the Government sufficient time to
respond. Any questions received after this date are not guaranteed to be addressed.

Basis of Award:
The Government intends on awarding to the responsible quoter on a Lowest Price Technically Acceptable basis.
The Government plans to evaluate quotes and make award without conducting discussions. Quoters may be
given the opportunity to clarify certain aspects of their quote or resolve minor or clerical errors. Award will be
made to the responsible quoter with the lowest total evaluated price, whose quote is acceptable. The
Government reserves the right to conduct discussions, if later determined by the Contracting Officer to be
necessary.
Evaluation Method: Only the lowest priced offer will be evaluated for Technical Acceptability. Should the
lowest priced offer not receive an acceptable technical and neutral or acceptable past performance rating, the
process will continue in order of lowest priced offer until the lowest priced, technically acceptable offer is
identified.
Quotes submitted in response to this solicitation shall not contain nor be subject to the vendor’s standard
commercial terms and conditions. Any quote submitted in response to this solicitation, which includes the
vendor’s standard commercial terms and conditions, may be considered a material defect and may be rejected as
being non-responsive to the solicitation.
