This is a Request for Quotation (RFQ) for commercial items issued in accordance with the procedures in Revolutionary Federal Acquisition Overhaul (RFO) Subpart 12.2, supplemented with additional information included in this notice. 2. This solicitation is being issued as a Firm-Fixed Price (FFP) RFQ. 3. This acquisition is solicited as full and open. 4. The North American Industry Size Classification System (NAICS) code associated with this requirement is 334511 – Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing 5. The Small Business Size Standard associated with this NAICS is 1,350 employees. Description: This requirement is for the procurement of the DZYNE Technologies Dronebuster® Block 4, a man-portable, handheld Counter-Unmanned Aerial System (C-UAS) for the 91st SFG. Detailed specifications are included in Attachment 1 – Salient Characteristics. Place of Delivery/Performance/Acceptance/FOB Point: F.O.B. Destination: Minot AFB, ND 58705 (exact customer address will be provided in the resulting contract). As prescribed in RFO 12.205(a)(1), the following addendum is provided for this solicitation and hereby amends any language therein: 1. Notice to Quoters: Funds are not presently available for this effort. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs. 2. Questions may be submitted to the POCs and Contracting Officer listed above no later than 24 June 2026, 1000, CST. Questions submitted after this date may not be answered. 3. Quotes in response to this solicitation must be submitted via email to the POCs and Contracting Officer listed above no later than the established deadline. 4. The Government intends to make an award based on initial quotations, without conducting post submittal-inquiries. Therefore, it is critical that Quoters submit all required information with their initial quote. The Government reserves the right, but is not obligated, to contact a Quoter to remedy a failure to provide administrative information (e.g., product literature or photographs) or to address clerical errors. This process, if used, is not a quote revision and will not be used to allow a Quoter to change the substance of its quote. RFO provision 52.212-2, Evaluation - Commercial Products and Commercial Services, applies to this acquisition. As prescribed in RFO 12.205(a)(2), the following addendum is provided for this solicitation and hereby amends any language therein: (a) The Government intends to award a single, firm, fixed price purchase order to the responsible Quoter whose quote conforming to the solicitation represents the Best Value to the Government, price and other factors considered. The following factors will be used to evaluate quotes: (i) Technical Capability, and (ii) Price. Technical capability is pass/fail. To be considered for award, a quote must be rated technically acceptable. TECHNICAL CAPABILITY: A Quoter’s quotation will be considered technically acceptable if it meets all the specifications in Attachment 1 – Salient Characteristics. To demonstrate technical compliance, Quoters must submit product literature and clear photographs for each unique item. For clarity, the literature/photography requirement applies to Evaluation Criteria -- 2 of 7 -- Department of the Air Force 5th Contracting Squadron - Minot AFB, ND Request for Quotation Page 3 of 7 each distinct product type, not to the total quantity being procured. The Government will use this information to validate the technical requirements. Quotations that do not meet all technical requirements will be considered unacceptable and will not be considered for award. PRICE: Price will be evaluated on a comparative basis amongst all received quotations and the Government’s estimate. The provisions and clauses listed below have been determined by the Contracting Officer to be necessary for this acquisition and consistent with customary commercial practices.
