PERFORMANCE WORK STATEMENT (PWS)
AFCEC 2026 FIAR Initiative

1. GENERAL
The Contractor shall provide support for the Office of the Under Secretary of Defense (Comptroller) Financial Improvement
and Audit Readiness (FIAR) initiative. This PWS describes the support and deliverables required at specific Department of Air
Force (DAF) installations for their respective Air Force Civil Engineer Center (AFCEC) Real Property and Real Estate Services
offices. Such support primarily includes analyzing and updating real property records and coordinating results/corrective
actions with various Government stakeholders to achieve acceptable Air Force real property and real estate Audit readiness
reporting metrics.
Proper resourcing of AF requirements is accomplished thru reviews of existing records and performing existence and
compliance (E&C) validation, for which the contractor will provide support, to the real property and real estate services
throughout the period of performance. Place of performance for on-site support shall be at specific DAF Installations
(locations in table below) for the duration of the contract,
2. SCOPE
The Contractor will provide the DAF with Real Property Support by 1) providing the validation and correction of NexGen IT
asset records for assets at each installation identified in the table below, and 2) correction and assembly of real property
information records physical and electronic folders to enable DAF to effectively manage their real property portfolio to meet
the Chief Financial Officer’s Audit (CFOA) compliance and standards. The Contractor shall provide support to the AFCEC Air
Force Financial Improvement and Audit Readiness (FIAR) team by performing quality control reviews and updates of
installation real property and real estate transactions utilizing the NexGenIT technology platform.
3. DETAILED DESCRIPTION OF WORK:
The primary purpose of this task is the validation of complete and accurate real property/real estate inventory records for
the assets at the selected installations.
• The Contractor shall be responsible for the collection, analysis and, assembly of complete and accurate data
necessary for populating the NexGen IT database.
• The contractor will produce and upload any necessary key supporting documentation (KSD) for each asset listed in
section 5.
• The Contractor will work with assigned installation POC’s to obtain missing Real Property information and/or
supporting files. If records are found to be deficient or non-existent, the contractor will record the deficiency found
and notify the Government of the deficiency for their resolution. It will be the responsibility of the contractor to
create any new pieces of real property documentation.
• The Contractor shall be responsible for the assembly of facility folders of real property records once they have been
confirmed complete and accurate. A summary of the approximate total record assets can be found in the table in
section 5. The expectation is that the Contractor will complete the requirements phased by location and
government priority. The government will identify the priority installations and real property facility asset types at
the kickoff meeting.
The contractor will adhere to DAF standards, and utilize the following primary tools to perform these activities to ensure
compliance with FIAR/CFOA and DAF requirements:
• DAF Financial Improvement and Audit Readiness (FIAR) plan and financial statement audit requirements initiated
and/or required Guidance from the Office of the Under Secretary of Defense (Comptroller) (OUSD(C))
• Office of Management and Budget (OMB) Circular A-123 (Management’s Responsibility for Internal Control),

4. LOCATION OF WORK:
Primary work location will be onsite at DAF installations listed under section 5 (Base Task Requirements). The contractor
shall determine the mix and cost to use either local hires or TDY support to perform the daily work required for this contract
utilizing office facilities provided by the DAF. Centralized review and management of assessment teams by senior personnel
can be performed by non-local personnel. To the extent possible, Contractor should ensure use of personal vehicles is
allowed for access to locations on the installations. It is expected that the contractor will verify use of personal vehicles to
access all locations to include remote or difficult to access locations prior to commencing work on the installation. On the
occasions where a personal vehicle is not allowed or cannot access remote site locations, Contractor should determine how
they plan to access those work areas. It is expected that some locations will be remote and not accessible via paved
roadway, in these instances a 4x4 will be required.
DAF will provide an office area including a desk and a work area for each Contractor position identified for that location as
well as MCEN Non-Classified (MCEN-N) network connectivity, which will provide internet access and a DOD email capability
with a .mil address assigned to authorized contractor personnel.
DAF will provide access to MCEN-N and standard software applications. MCEN network connectivity shall not be used to
conduct personal business nor maintain data of a personal nature.
DAF will provide for each contractor position ordered under this contract an installation specific, government imaged,
Contractor Furnished computer that can access the MCEN-N network.
