PERFORMANCE WORK STATEMENT (PWS) Davis-Monthan AFB 306th RQS Quincy Air Compressor Repair Project 1.0 Introduction/Background This Performance Work Statement (PWS) outlines the requirements for the on-site repair of an existing Quincy Air Compressor (Model: QGV100, Serial #: UTY303835) for the 306th Rescue Squadron (306 RQS). A system failure has occurred, and initial diagnostics point to a failed Variable Speed Drive (VSD) module. The purpose of this project is to repair this critical infrastructure to ensure a reliable and continuous supply of compressed air for mission-essential operations, including vehicle maintenance, dive equipment repair, and Search and Rescue (SAR) equipment upkeep. 2.0 Scope of Work The contractor shall provide all labor, materials, equipment, and transportation necessary to complete this turnkey repair project. The scope includes the final on-site diagnosis, the replacement of the failed VSD module, and the complete operational verification of the repaired air compressor. The project must be executed to ensure the lowest possible timeline from award to operational turnover. 3.0 Performance Requirements The contractor shall repair the compressed air system to a complete and fully functional state that meets or exceeds the following standards: Requirement Standard Repaired Equipment The contractor shall replace the failed VSD module with a new, OEM-compatible component, returning the Quincy QGV100 to full operational status compliant with all manufacturer specifications. System Installation All repair work shall be performed in a professional, workmanlike manner, conforming to manufacturer's installation guidelines, industry best practices, and all applicable federal, state, and local codes. Operational Verification Upon completion of the repair, the system must be fully operational, free of leaks, and capable of providing a continuous and stable supply of compressed air as per its original design specifications. All system alarms must be cleared. -- 1 of 6 -- Debris Removal The contractor is responsible for the removal and proper disposal of all project- related debris, including packaging and the replaced component. Safety Compliance All work must be performed in strict adherence to OSHA safety standards and all applicable Davis-Monthan AFB-specific safety regulations. 4.0 Tasks 4.1 Project Management • The contractor shall assign a dedicated project manager or lead technician to serve as the single point-of-contact for the Government. • The contractor shall coordinate a project schedule with the Government POC that prioritizes the fastest possible completion timeline. 4.2 On-Site Diagnosis and Repair • The contractor shall perform a final on-site diagnostic test to definitively confirm the VSD module is the point of failure. • The contractor shall safely disconnect the compressor from electrical and pneumatic systems to ensure a safe working environment. • The contractor shall remove the failed VSD module and install the new, OEM- compatible component. This includes making all necessary mechanical and electrical connections to integrate the module with the existing system. 4.3 Operational Testing • The contractor shall perform a final operational test to demonstrate that the system is functioning correctly and meets all performance requirements. 5.0 Deliverables & Warranty Deliverable Requirement Service Report A detailed service report must be submitted to the Government POC upon completion, documenting the final diagnosis, work performed, parts replaced, and final operational test results. -- 2 of 6 -- Warranty The contractor shall provide a written five (5) year warranty covering all workmanship, materials, and parts furnished under this contract against defects under normal service conditions. 6.0 General Information 6.0.1 Contract Manager The contractor shall provide an on-site project manager who shall be responsible for contract performance and can act for the contractor on all matters relating to the daily operation of the contract. The contract manager must be able to read, write, speak, and understand English fluently and have a minimum of three years’ experience in related work. 6.0.2 Contractor Employee Restrictions The contractor shall not employ persons for work on this contract if such employee is identified by the Contracting Officer as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. 6.0.3 Conflict of Interest The contractor shall not employ any individual who is an employee of the United States Government if the employment of that individual would create a conflict of interest, nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with DODD 5500-7, Standards of Conduct. 6.0.4 Government Hours of Operation • The official hours of operation at Nellis AFB are 7:00 a.m. – 11:00 p.m., Monday through Friday, excluding federal holidays. • The contractor shall coordinate with the COR for any work required outside of these normal hours at least two business days in advance. 6.0.5 Recognized Federal Holidays The following federal holidays are observed: New Year’s Day, Martin Luther King's Birthday, Presidents’ Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans’ Day, Thanksgiving Day, and Christmas Day. 6.0.6 Fire Prevention and Safety Contractor employees shall comply with the installation's Fire Protection Program and all applicable Air Force and OSHA safety standards.
