HML NIST Biorepository Air Handling Unit (AHU) Lifecycle Replacement Project

1. Project Purpose and Background
The NOAA Hollings Marine Laboratory (HML) NIST Biorepository relies on precise
environmental control to preserve the integrity of biological samples and research materials.
The existing Air Handling Unit (AHU) serving Room D104 is an aging Trane modular clean-room
AHU that has exceeded its expected service life and no longer meets current performance,
energy efficiency, or clean-room environmental operational requirements. The AHU exhibits
multiple age-related deficiencies affecting reliability, maintainability, and environmental control
capability.
This Statement of Work defines the requirements for a Firm Fixed Price contract to perform
lifecycle replacement of one (1) existing AHU serving the NIST Biorepository within HML. The
project is limited to replacement within the existing mechanical room footprint and reuse of
existing ductwork, piping, utilities, and building automation interfaces to the maximum extent
practicable.
The objective of this project is to restore reliable, code-compliant environmental control;
reduce operational and contamination risk; maintain environmental stability; and ensure
continued compliance with applicable Federal, state, mechanical, and safety code
requirements. Replacement of the AHU with a modern, high-efficiency system will support
clean-room contamination control needs, improve energy performance, and ensure continued
mission capability for NOAA and NIST research programs.
2. Period of Performance
The period of performance shall be one hundred twenty (120) calendar days from the date of
contract award.
3. Scope of Work
The Contractor shall provide all labor, materials, tools, equipment, supervision, transportation,
testing, commissioning, and services necessary to remove and replace the Air Handling Unit
identified in this Statement of Work.

3.1 General Requirements
a. The Contractor shall provide all labor, materials, tools, equipment, supervision,
technical support, testing, commissioning, and related services necessary to remove and
replace one (1) Air Handling Unit serving the NIST Biorepository at the NOAA Hollings
Marine Laboratory.
b. All work shall deliver a fully functional, code-compliant, reliable AHU system that meets
or exceeds current mechanical, safety, and performance standards.
c. These activities shall not alter the building structure, envelope, or use. Existing facility
drawings provided to the Contractor are for reference information only; the Contractor
retains sole responsibility for field-verifying all dimensions, utilities, and existing
conditions prior to equipment procurement.
d. Any incidental mechanical, electrical, piping, insulation, controls, or equipment support
modifications required to integrate the replacement AHU with existing infrastructure
are included in this scope.
3.2 Existing Equipment Status
The existing Trane modular clean-room AHU serving Room D104 has reached the end of its
useful operational life. System components exhibit advanced wear that has reduced reliability
and increased the risk of environmental instability within the supported biorepository space.
3.3 BAS Compatibility and Integration
The replacement AHU and associated control components shall be fully compatible with the
existing Honeywell Tridium Building Automation System (BAS). The Contractor shall provide all
hardware, controllers, network interfaces, and programming necessary to achieve full
integration without degrading existing system functionality.
a. Temperature, humidity, and airflow control loops.
b. Trending, alarming, and electronically commutated motors (ECM)
fan array/Variable Frequency Drive (VFD) operational control.
c. Filter differential pressure monitoring across all filter banks.
d. Execution of updated, Government-approved sequences of operation.
e. Full functional verification of all data points and software interlocks.
3.4 Specific Protection Requirements
a. The Contractor shall implement stringent environmental, dust, and contaminant control
measures to protect adjacent occupied and laboratory areas from dust, debris, moisture
intrusion, and contamination. All demolition, rigging, and installation activities must be
executed in a sequential manner that prioritizes facility stability.
b. If a full system shutdown is required, the Contractor shall submit a detailed outage plan
for Government approval no less than ten (10) calendar days prior to execution. The
outage plan must explicitly define the downtime duration, responsible personnel,
contingency actions, and rapid restoration procedures.
c. The Contractor shall provide and operate temporary conditioning, specialized
dehumidification, and HEPA-filtered ventilation systems sufficient to maintain the

required temperature, relative humidity, and positive pressure stability within the NIST
Biorepository throughout the duration of the removal and installation activities.
Temporary systems must operate without compromising adjacent laboratory
environments and must be approved by the Government in advance.
3.5 Turnkey Execution & Rigging
The Contractor shall furnish all labor, equipment, lifting devices, cranes, rigging, lifting plans,
permits, safety zoning necessary and associated resources to safely remove legacy components
and install the new AHU asset. The turnkey scope further dictates:
a. De-energizing, isolating, disconnecting, removing, and legally disposing of old
equipment in accordance with applicable environmental and hazardous waste
regulations.
