Fairchild AFB, WA
1. BACKGROUND: Fairchild Air Force Base (AFB) currently operates an ADB SAFEGATE L-890 Airfield Lighting
Control System (ALCMS). This system requires a comprehensive upgrade to modernize its components and enhance its
cybersecurity posture to align with current Department of Defense (DOD) and U.S. Air Force (USAF) standards. The
existing system's hardware and software need to be serviced and modified to conform with FAA AC150/5345-56
specifications and relevant sections of DAFGM 2023-32-01. Due to the proprietary nature of the ALCMS software, only
the original manufacturer, ADB SAFEGATE, is authorized to perform the required modifications to ensure the system's
life-safety functionality is not compromised. This project will provide Fairchild AFB with a new, updated Airfield
Lighting Control and Monitoring System.
2. SCOPE OF WORK: The Contractor shall provide Fairchild Air Force Base with a new Airfield Lighting Control and
Monitoring System (ALCMS), including a comprehensive cybersecurity upgrade. This involves replacing and upgrading
core hardware, software, and network components to move the system from a serial-based to an IP-based ethernet
communication architecture.
3. OBJECTIVES: The primary objective of this contract is to replace and upgrade the existing ALCMS to a modern,
cyber-compliant system. The end product will be a fully commissioned, tested, and secure ALCMS that provides reliable
control and monitoring of the airfield lighting systems, meeting current FAA and USAF requirements. The upgraded
system will enhance functionality, maintainability, and security for safe airfield operations.
4. REQUIREMENTS: The Contractor shall furnish all necessary equipment, materials, and services to complete the
ALCMS and Cyber Upgrade. The tasks include:
• System Upgrade:
• Replace ALCMS CPU equipment at the Air Traffic Control Tower (ATCT) and Vault nodes with new
Industrial Microbox style CPUs running Windows 11.
• Replace all fiber drivers and unmanaged network switches with new managed fiber switches.
• Provide and install ACE 3 Door Upgrade kits for all 28 existing switchgear CCRs (24 5-step, 4 3-step).
• Update the ALCMS touchscreen Human Machine Interface (HMI) with new graphics to support the
transition to ethernet IP communication.
• Install three (3) ACE 3 I/O units for monitoring and control of vault and remote I/O locations (SFL05,
SFL23, Traffic Lights).
• Cybersecurity Enhancements:
• Deploy the ALCMS with Windows 11 24H2 (or current certified version).
• Achieve 80% or greater compliance with STIG/SRG standards (January 1, 2025 baseline).
• Configure managed switches to lock down non-populated ports.
• Implement password protection for maintenance tools.
• Generate and deliver SHA-256 hash values at commissioning to establish a configuration integrity
baseline.
• Services:
• Provide technical submittals for approval prior to production.
• Conduct Factory Acceptance Testing (FAT) and On-Site Commissioning and System Acceptance Testing
(SAT).
• Perform on-site installation, system checks, and commissioning over a series of four one-week site visits.
• Provide two 1-hour training sessions for ATC personnel and one 6-hour training session for maintenance
personnel.
• Deliver project documentation, including as-installed drawings and operator manuals.

5. GOVERNMENT FURNISHED EQUIPMENT AND SERVICES: The government is not required to furnish any
equipment for this project. The government shall provide the Contractor with access to all required work sites, including
the ATCT and airfield lighting vault.
6. SECURITY REQUIREMENTS: All personnel employed by the Contractor in the performance of this contract, or
any representative of the Contractor entering the government installation, shall abide by all Fairchild Air Force Base
security regulations. Personnel performing the work requested will be escorted for the duration on the installation.
Individuals must be able to pass a background check that will be conducted prior to entry of the installation. Individuals
performing the work will be required to provide their full name, DOB, SSN, driver’s license issuing state and license
number to gain access to the installation.
7. PLACE OF PERFORMANCE: The work shall be performed at Fairchild Air Force Base, WA. Specific locations
include the Air Traffic Control Tower (ATCT), the airfield lighting vault, and remote I/O control sites for SFLs and
Traffic Lights.
8. PERIOD OF PERFORMANCE:| The period of performance will be determined after contract award. The delivery of
equipment is contingent upon the review and approval of the Submittal phase (Milestone M2). The on-site work is
planned to be completed over four separate one-week trips.
9. GENERAL INFORMATION:
9.1. HOURS OF OPERATION: Hours of operation are 0700-1630 Monday through Friday, excluding Federal Holidays
and any other designated down day. Work can be done at other than the normal hours of operation with the approval of
the Contracting Officer. The contractor shall coordinate in advance all hours of work and any service interruptions with
points of contact at the 92d Civil Engineer Squadron.
