The project to include the Replacement of the emergency power system at the Alert Complex
(Bldgs 456, 457, 458, 459, and 461) to ensure continuous support to mission critical operations.
Removal of the existing 750kW generator and belly tank, installation of a new 750kW generator

1. VENDOR RESPONSIBILITIES
1.1. The Vendor shall furnish all labor, equipment, tools and material, transportation, and
supervision necessary to deliver and install a complete and operational generator system
to the Government. All work and deliverables shall be in accordance with this Statement
of Work (SOW), all associated documents and attachments, industry standards,
Governing Codes and Federal Regulations (RFO FAR, RFO DFARS AND AFARS).
1.2. The Vendor shall submit to the Base Civil Engineer (BCE) for approval all
documentation, installation diagrams, product data, and warranties.
1.3. Ensure all work complies with manufacturer instructions, industry standards, and
applicable safety/environmental regulations.
1.4. All activities shall be coordinated with the Government, Contracting Officer
Representative (COR), at least 7 business days before beginning work, to maintain
uninterrupted mission operations.
2. PROJECT DESCRIPTION
2.1. The purpose of this project is to remove and replace existing 750kW generator and its
associated parts at the Alert Complex (Bldgs 456, 457, 458, 459, 461)
2.2. Decking Replacement:
2.2.1. Remove existing deck structure and decking around generator.
2.2.2. Furnish and install composite decking and any required framing components per
manufacturer recommendations.
2.2.3. Provide Product data and installation details for approval.
2.3. Generator Removal:
2.3.1. Disconnect and remove the existing generator and associated parts.
2.3.2. Government will remove fuel from belly tank prior to vendor work.
2.3.3. Backup power must remain available at all times.
2.4. New Generator Installation:
2.4.1. Vendor shall furnish and install a new industrial diesel generator meeting the
following minimum specifications:
2.4.1.1. 750kW
2.4.1.2. Three-Phase 277/480 VAC
2.4.1.3. 60 Hz
2.4.1.4. Integrated fuel tank with minimum 40 hours runtime
2.4.1.4.1. Generac model SD750, or approved equal
2.4.1.5. Aluminum weather protected enclosure
2.4.1.6. Installation and testing performed by a licensed electrician..

2.4.1.7. Provide a certified technician to conduct operational training for
Government personnel, including generator operations, emergency
procedures, and routine maintenance requirements.
2.4.1.8. Coordinate the new generator with the existing ASCO 7000 series
Automatic Transfer Switch including:
2.4.1.8.1. ATS testing
2.4.1.8.2. Turn-up
2.4.1.8.3. Commissioning
2.4.1.8.4. Verification of proper communication and transfer functionality.
2.5. Generator Testing must include full ATS functional testing to ensure the system transfers
power correctly under load and returns to normal power without fault.
2.6. Vendor shall provide manufacturer-recommended installation diagrams, including:
2.6.1. Generator installation diagrams
2.6.2. Fuel tank installation diagrams
2.6.3. Composite decking installation details
2.6.4. Electrical connection diagrams
2.6.5. Startup, testing, and commissioning procedures
2.6.6. All documentation must be approved prior to installation.
3. ADMINISTRATIVE - Submittals
3.1. Vendor shall submit the following via email:
3.1.1. Generator product data and cut sheets
3.1.2. Composite decking product data
3.1.3. Installation diagrams
3.1.4. SDS for any materials brought on site
3.1.5. Warranty documentation
3.1.6. Startup and commissioning reports
3.1.7. Training materials for Government personnel
3.2. Allow 14 business days for Government review.
4. COORDINATION AND ACCESS REQUIREMENTS
4.1. Coordinate access with the COR and Bldg 459 building manager at least 7 business days
prior to mobilization.
4.2. Hours of operations are Monday to Friday 0700 to 1530. Work outside normal hours is
possible but requires prior coordination.
4.3. Vendor will NOT have access to the base on Federal Holidays and base Scheduled Days
Off. Contractor must coordinate none working days with the COR. Holidays:
4.3.1. New Year`s Day – 1 January

4.3.2. Martin Luther King`s Birthday - Third Monday of January
4.3.3. President`s Day – Third Monday of February
4.3.4. Memorial Day – Last Monday of May
4.3.5. Juneteenth – June 19th
4.3.6. Independence Day – July 4th
4.3.7. Labor Day – First Monday in September
4.3.8. Columbus Day – Second Monday in October
4.3.9. Veteran`s Day – November 11 th
4.3.10. Thanksgiving Day – Fourth Thursday in November
4.3.11. Christmas Day – December 25th
4.3.12. NOTE: Base Scheduled Day Off (SDO). If the Federal Holiday occurs on a
Monday, the base will observe a SDO and be closed the following Tuesday in
addition to the Federal Holiday.
4.4. Vendor personnel must obtain DBIDS credentials
4.5. Vendor will be escorted to and from the work site daily.
4.6. Vendor shall provide portable restroom facilities for their personnel.
4.7. No weapons or prohibited items permitted on base.
5. ENVIRONMENTAL AND SAFETY REQUIREMENTS
5.1. Hazardous Material – under NO CIRCUMSTANCES shall any waste materials,
cleaning fluids, solvents, paints, etc. be poured into the base storm drains, sewer/septic
