PERFORMANCE WORK STATEMENT (PWS) FOR ALTUS AIR FORCE BASE CHAPEL 1. Contract Position Title. Catholic Music Director 2. Scope of Responsibilities. The Catholic Music Director (contractor) will, in coordination with the Catholic Chaplain or Wing Chaplain, have overall responsibility for the congregational and choir music program for the Catholic Mass. The contract expectations are described below, as requested by the Wing Chaplain. 3. Education and Experience. The contractor must: 3.1. Be able to work within an interfaith environment with chaplains and volunteers from many various religious backgrounds. 3.2. Be positive, self-directed, motivated, and able to interface well within the religiously pluralistic environment of the Air Force Chaplaincy. They must possess an ability to maintain healthy, functional interpersonal relationships with staff and parishioners, and also maintain professional standards of conduct and public decorum, including but not limited to dress and grooming. 3.3. Prepare and lead various forms of music commonly found in Catholic worship. 3.4. Be able to read music and have knowledge of vocal harmony, have the ability to play lead instrument (i.e. piano/keyboard and/or guitar), and be able to provide accompaniment for volunteer praise team and solo vocalists as needed. 3.5. Provide direction to musicians, who may play a variety of instruments to include, but not limited to, piano, organ, guitar (acoustic, electric, and bass), drums and woodwinds. 3.6. Recruit and direct volunteers for praise teams, choirs, choral groups and other appropriate musical groups as requested by the chaplain responsible for the service. 3.7. Have at least two years of experience leading or playing music in a chapel or church. 3.8. Provide a complete resume with academic and work related references. Previous experience as a music director will be verified. Include phone number and point of contract for references. Please provide at least three references that can validate ability to perform duties outlined in this document. The contractor must be at least 18 years of age and hold a high school diploma . Previous work performance and/or letters of recommendation may also serve to supplement a resume as factors in the applicant selection process. -- 1 of 6 -- 4. General Responsibilities. The contractor will: 4.1. Provide musical selections for preludes, postludes, congregational singing, and other music requirements as coordinated with the chaplain responsible for the service. They will also prepare any needed PowerPoint slides with song lyrics before each worship service. 4.2. Rehearse all members/volunteers of the music program completely so that they are able to perform music that has been selected for worship presentation and that enhances the worship experience. Rehearsals are to be held weekly on a date agreed to with the chaplain responsible for the service. 4.3. Be knowledgeable in areas of Air Force Instructions relevant to chapel functions and/or willing to gain that knowledge. Knowledge of/or willing to gain knowledge of AF financial procedures necessary for compliance with AF directives dealing with security and conflict of interest issues. Knowledge of scheduling policies is also needed to prevent conflicts with other users of chapel facility and resources. 4.4. Be able to successfully obtain a favorable background check if required. Failure to accomplish a favorable background check IAW DoDI 1402.5, Criminal History Background Checks will result in an immediate termination of the contract in accordance with FAR 52.212-4. The contractor will upon request complete (IRC), AF Form 2583, items 1-7 only, Volunteer Questionnaire, Acknowledgement of Rights/Consent Release Records, and Statement of Understanding. Additionally, an SF 85, Questionnaire for Non-Sensitive Positions will be accomplished. These background checks will be accomplished at the expense of the chapel. Contractor will not be allowed to work with children under the age of 18 alone until background check is complete. 4.5. Meet on a regular basis with, and as determined by, the Catholic Chaplain or Wing Chaplain, to review the music program and how it is meeting the needs of the worshipping community. This meeting will also be used to plan future music events. As appropriate, the contractor will, in consultation with the Catholic Chaplain or Wing Chaplain, develop an annual calendar of events and financial budget. This information is submitted as required by local Chaplain Corps operating procedures. Altus Chapel Tithes & Offerings Funds (CTOF) will be the primary source for purchasing. 4.6. Be accountable for security and orderliness of all facilities utilized in conjunction with their programs. At completion of each service and rehearsal, ensures stage is returned to a neutral status and left in a neat and orderly fashion as directed by the Catholic Chaplain or Wing Chaplain. 5. Specific Responsibilities. The contractor will: 5.1 Provide music in support of the Catholic Worship Program. This includes weekend Mass, Special/Holiday Masses, funerals/memorials, and Holy Day of Obligation Masses. For each Mass, a rehearsal is required.
