Evaluation Criteria
(a) The Government intends to award a contract resulting from this solicitation to the responsible vendor whose quote
conforming to the solicitation represents the best value to the Government, price and other factors considered. The following
factors shall be used to evaluate quotes, in no particular order of importance:

(b) Options (if applicable). The Government will evaluate quotes for award purposes by adding the total price for all options to

(c) The Government reserves the right to make award without negotiations and to perform comparative evaluation of
quotations.

The provisions and clauses below and attached to this solicitation have been determined by the Contracting Officer to be necessary
for this acquisition and consistent with customary commercial practices. All provisions and clauses incorporated by reference are
available at https://www.acquisition.gov/far-overhaul.
Addendum to RFO 52.212-4(d), Changes:
Changes in the terms and conditions of this contract may be made only by written agreement of the parties, except for the following
actions:
1. Exercising of Options pursuant to RFO 52.217-8 and RFO 52.217-9, and incorporation of wage
determinations in accordance with the Service Contract Act or the Davis Bacon Act.
2. Administrative changes such as the paying office, accounting classifications, in accordance with RFO 43.203(b).
3. Modifications to obligate or de-obligate funds for not to exceed CLINS.
4. Modifications to obligate funds at the beginning of each fiscal year and incremental funding.
