The following factors shall be used to evaluate quotes, in no particular order of importance: TECHNICAL CAPABILITY TO MEET THE GOVERNMENT'S REQUIREMENT PRICE DELIVERY TERMS PAST PERFORMANCE (b) Options (if applicable). Addendum to RFO 52.212-4(d), Changes: Changes in the terms and conditions of this contract may be made only by written agreement of the parties, except for the following actions: 1. Exercising of Options pursuant to RFO 52.217-8 and RFO 52.217-9, and incorporation of wage determinations in accordance with the Service Contract Act or the Davis Bacon Act. 2.
