Lejeune High School
1.0 OBJECTIVE
The Department of War Education Activity (DoWEA) serves the educational needs of children of
military service members and Department of War civilian employees by providing pre-kindergarten
(Pre-K) through 12th-grade educational requirements in three Regions: Americas, Pacific, and
Europe. The Americas schools are located within the continental United States as well as Puerto Rico
and Cuba is currently comprised of 54 schools providing daily nutritional meals for Pre-kindergarten
through 12th grade. Pacific schools are located throughout Japan, Okinawa, South Korea, and Guam;
and European schools are located throughout Germany, England, Belgium, Netherlands, Spain, Italy,
Turkey, and Bahrain. There are 159 DoWEA schools serving over 65,000 students.
The Department of War Education Activity (DoWEA) requires a commercial washer and dryer for the
gym area at Lejeune High School. This equipment will aid in the athletic program and gym curriculum.
The washer and dryer will be utilized to clean the uniforms for the sports program.
2.0 BACKGROUND
Athletes rely on high-quality equipment to perform at their best in their sports, and the DoWEA school
programs require dependable laundry equipment to meet the specific needs of uniform maintenance for
sports and other significant school activities. Investing in commercial laundry machines, rather than
those made for home use, offers several benefits that improve cleanliness, efficiency, and the overall
functioning of the athletic program at Lejeune High School.
3.0 SCOPE OF WORK
3.1 Overview
The selected contractor will create an installation plan, acquire, and install all required equipment,
labor, and expertise to ensure the delivery of a fully operational washer and dryer as outlined in the
quote and specification drawings. The selected contract shall identify a Project Manager\Lead Installer
who will act as Project Manager for this appliances’ procurement and installation. The contracted
services will include supervision, labor, and equipment required for the full installation of the washer
and dryer obtained under this contract. The installation will also address all essential electrical and
plumbing connections.
The Contractor shall provide all labor, equipment, materials, tools, quality control, supervision, shipping
and transportation plus provide equipment installation, and overall set-up requirements as specified in
the SOW.
The Contractor shall also conduct a Site Acceptance Testing (SAT) with the customer which will verify
that the contractor installed everything correctly, confirms the product meets all contractual
performance requirements, and ensures it functions properly in the operational environment before final

acceptance and closeout.
3.2 Equipment Requirements
The Contractor shall procure and deliver the following products with specifications that meet or
exceed the requirements listed. The Contractor shall send submittals of products to be installed for
approval to the Point of Contact (POC) within five (5) calendar days of receipt of Award to
coordinate material colors and the delivery/installation schedule based on availability of the product.
Submittals shall be in electronic form (such as product descriptions from website). Submittals must
be approved by the Government before delivery is scheduled.

4.0 INSTALLATION
4.1 Installation Services
Installation services will be necessary for the designated delivery location and date at Lejeune School.
The Contractor is expected to unload and deliver the products to the area within the school designated
by the Point of Contact (POC), unless stated otherwise in the delivery order. Information regarding the
designated POC will be included in each Delivery Order along with a delivery schedule in advance.
4.1.1 Due to limited temporary storage space at the school, the contractor will retain the washer and
dryer equipment until a complete delivery and installation schedule is established between the
contractor and the government. Once delivery occurs, the items must be assembled and installed as
soon as possible, or within ten (10) calendar days after delivery.
4.1.2 Installation but must be coordinated in writing and approved in writing by the Government prior
to execution. Either party may request work to be completed after hours, including evenings and/or
weekends.
4.1.3 Assembly and installation must be completed no later than the specified date provided on the
Delivery Order. Any late delivery/installation will be considered unfavorable performance.

4.1.4 The steps required for installation services include: storage, delivery, staging, installation, site
cleanup, inspection, punch list and final walk-through.
4.1.5 The Contractor shall assemble and install all products as requested and be responsible for
ensuring all products are properly wired and plumbed according to code for the building and breaker
boxes. The Contractor shall ensure the purchased equipment being provided can be supported by the
current electricity of the building. All work must be performed by qualified technicians and adhere to
local building codes and regulations.
4.1.6 The Contractor shall provide and be responsible for all necessary wire pulls, wire, control wire,
conduit, breaker, startup and all other equipment or any part for the proper operation of that equipment
