AMIC CONTRACT ADMINISTRATION SUPPORT SERVICES (ACASS)

1.0 DESCRIPTION OF SERVICES
1.1 Introduction
This is a non-personal services contract. The Government will neither supervise contractor
employees nor control the method by which the contractor performs the required tasks. The
contractor shall manage its employees and guard against any actions that are of a personal
services nature or give the perception of personal services. The contractor shall notify the
Contracting Officer (CO) immediately if they perceive any actions constitute personal services.
These services shall not be used to perform any inherently governmental functions.
2.0 Background
Air Combat Command’s (ACC) Acquisition Management Integration Center (AMIC) provides
contracting and procurement management services for ACC and its subordinate units. The
primary places of performance are identified in paragraph 4.6 of this document. ACC is the
primary force provider of combat airpower to America's warfighting commands. To support
global implementation of national security strategy, ACC operates fighter, reconnaissance, battle
management, and electronic-combat aircraft. ACC also provides command, control,
communications and intelligence systems, and conducts global information operations. As a
force provider, ACC organizes, trains, equips and maintains combat-ready forces for rapid
deployment and employment while ensuring strategic air defense forces are ready to meet the
challenges of peacetime air sovereignty and wartime air defense. This PWS is for professional
federal contracting support services supporting contracting officers at each of the places of
performance. Common acquisition strategies include sole source requirements competitive
source selection, commercial solutions openings, broad agency announcements, other transaction
authorities, simplified acquisition procedures, and commercial acquisitions. These strategies
result in contracts with options, single/multiple award IDIQs, and task/delivery orders. Pricing
arrangements include the full range of FAR 16 contract types from firm fixed price (FFP), to
Cost Plus Award Fee and Time & Materials/Labor-Hour for a wide range of commercial and
non-commercial requirements.
3.0 Scope
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools,
materials, supervision, and non-personal services necessary to perform Contract Administration
Support Services as defined in this PWS except for those items specified as government
furnished property, facilities, and services. The contractor shall perform to the standards in this
PWS and resultant contract.

3.1 The contractor shall provide professional federal contracting support services at the assigned
Place of Performance listed in para. 4.6 in collaboration with AMIC contracting officers.
Services include but are not limited to acquisition planning, market research, acquisition strategy
development, acquisition and contract document development. Services also include cost/price
analysis, preparation of determinations and justifications, synopsis, solicitations, price
negotiation memoranda, and the contractor shall provide assistance with and document proposal
evaluations and will receive technical evaluations as well as contractor submitted technical/cost
proposals for review and use in the contract formation process. The contractor will professionally
execute contract administration duties and will maintain contract writing, filing, and tracking
systems/tools and will accurately document, file (to include electronic filing), and maintain
contract documents. The contractor will develop and adhere to acquisition milestones.
3.2 The contractor will provide cradle-to-grave contracting support that includes receipt of
requirements documents in hard copy and/or through automated systems and will execute pre
and post award contract administration to include collaboration with the contracting officers,
contracting officer representatives, program managers, security personnel, budget analysts,
resource advisors and engineers. The contractor will be responsible for contract closeout at the
appropriate time in the contract lifecycle and will comply with identified government contract
closeout goals.
3.3 Results of task execution may take the form of information, advice, opinions, alternatives,
analyses, evaluations, training, processes to eliminate waste, standardize best practices, cycle
time and business cost reduction, or recommendations to complement the government’s technical
expertise in accomplishing its mission. The nature of this work will, at times, require the
contractor to be capable of quick response to stringent deadlines. The contractor shall provide a
workforce possessing the skills, knowledge and training to satisfactorily perform the services
required under this contract.
4.0 Requirements
4.1 Ordering Period: The ordering period of the subject contract is five years from date of award.
Task orders issued at the end of the ordering period may have periods of performance that extend
beyond the ordering period of the basic contract. Contractor must provide firm fixed pricing for
the year following the end of the stated ordering period.
4.2 Quality Control: The contractor shall develop and maintain an effective quality control
program (QCP) to ensure services are performed in accordance with this PWS. The contractor
shall develop and implement procedures to identify and prevent defective service and shall
ensure non-recurrence of defective services. The contractor’s quality control program is the
means by which the contractor assures itself that task completion complies with contract

requirements. The QCP shall be delivered via electronic mail within 30 days of contract award
