Page 1 of 8 CUI CUI Statement of Work (SOW) Power Monitoring Expert (PME) Sustainment and Software Procurement for the Advance Meter Reading System (AMRS) Platform 29 May 2026 1.0 Introduction. Work is to be accomplished for the AMRS Program Management Office (PMO), AFCEC/CNP at Tyndall Air Force base in its Air Force Civil Engineer mission. This contract is for the sustainment of existing United States Air Force (USAF) owned PME software licenses, the option to procure up to 30 additional PME software license suites with sustainment. 1.1 Background. The USAF AMRS is the system of record for energy monitoring. It has been installed at multiple locations across the globe. It uses modules of Schneider Eco Structure Power Monitoring Expert (PME) software to sample, calculate, display and archive data. The locations listed below include sites where the system is currently installed, as well as potential new locations to highlight potential scope. This location is where all system and device trouble shooting occurs, configuration management as well as validation of enhancements for future versions. The goal for AMRS is to collect at least 60% of total AF facility energy via a central data collection system allowing near real time monitoring of the status and health of the utility. This is done centrally as a goal of providing a system that requires little to no base level effort to sustain the system or devices. AMRS is limited to communicating within the AF’s Community of Interest Network (CE-COIN) or Installation Resilience Operations Center (IROC) environments. AMRS has and must CUI CUI -- 1 of 8 -- Page 2 of 8 CUI CUI sustain its current Authority to Operate (ATO) on the CE COIN or IROC enclave. No changes to the system or devices are allowed that will violate ATOs, therefore not permitted under this contract. 1.2 Objective. The objective of this contract is to continue sustaining the existing Schneider Eco Structure PME license suites PME modules, owned by the USAF for the existing AMRS platform on an enterprise- wide basis with software maintenance support. The number and types of modules the USAF currently owns is listed below in paragraph 3, Table 3. S u s t a i n m e n t a n d m a i n t e n a n c e support required includes software updates, patches, and overall product enhancements at what is categorized by the manufacturer as a Custom Air Force PME Software Sustainment package “AMRS Eco Structure Service Plan (ESP)” level. This effort will allow for the optional procurement of up to a total of 30 additional software licenses over the life of the contract on an as needed basis. Any new license will include (1) one year of sustainment at no additional cost to the Government. Following the initial year, new licenses will also include the option for associated software maintenance and sustainment at an equal level as all existing software licenses (AMRS Eco Structure Service Plan (ESP)) for the duration of the contract. All work performed under this contract shall comply with DoDI8510.01 Risk Management Framework and AFI 17-130 Air Force Cybersecurity Program Management to ensure products used within the system boundary are configured in accordance with applicable DISA Security Technical Implementation Guides (STIG) or Security Requirements Guides (SRG) where STIGs are not available. 1.3 Existing Software Platform. The Government has 46 existing Schneider Eco Structure PME license suites (identified in paragraph 3, Table 3) that require maintenance and sustainment support services. These existing license suites are deployed at locations identified in para 1.1. The USAF intends to, but is not obligated, to deploy up to a total of 30 additional AMRS Schneider Eco Structure PME license suites at additional bases over the life of the contract. The annual number of bases may vary but is expected to average 6 each year at locations in the CONUS and OCONUS. The following statements are included in this software support contract: • The total scope of this AMRS enterprise license is for unlimited electrical meters and the 15 data points per electric meter that are required • The enterprise license is for deployment at the locations noted in Para 1.1 • The USAF can mix and match unlimited number of meters at any base • The contents of the AMRS platform must comply with DoDI 8510.01 Risk Management Framework and AFI 17-130 Air Force Cybersecurity Program Management to ensure products used within the system boundary are configured in accordance with applicable DISA STIGs (Security Technical Implementation Guide) or SRGs (Security Requirements Guide) where STIGs are not available. • The functionality is required to read the memory registers of the designated meter types called out in document UFGS_26_27_13.10_30.pdf. • The platform will be able to pull data from only the meter types (make and model) that are listed as AMRS compliant (see Appendix 1) • The software provider is not responsible for any additional hardware for this system including Servers, monitors, modems, routers, printers or communication radios. • The software provider is not responsible for any ins
