1. GENERAL INFORMATION
The 55th Wing at Offutt Air Force Base, Nebraska, is seeking qualified Architect-Engineer (A-E) firms to
provide Title I, Title II, and other specialized engineering services. In accordance with the Brooks Act
(RFO Part 36.102), the U.S. Air Force is soliciting Statements of Qualifications via the Standard Form
(SF) 330.
This is not a request for proposal. The Government has no obligation to reimburse a firm for any costs
associated with their participation or response. Not responding to this notice shall preclude participation
in the subsequent Request for Proposal (RFP). It is the responsibility of the firms to monitor SAM.gov for
additional information pertaining to this requirement. Amendments to this notice will be posted to
SAM.gov and will not be provided individually.
2. CONTRACT DETAILS AND AWARD STRUCTURE
The Government intends to award up to four (4) single-award, Firm-Fixed-Price (FFP), Indefinite-
Delivery/Indefinite-Quantity (IDIQ) contracts, with each contract corresponding to a separate pool of
work.
• Period of Performance: Each contract awarded will consist of a five-year base period and one
(1) five-year option period, creating a total potential period of performance of ten (10) years. The
option may be exercised at the Government’s sole discretion in accordance with the
Revolutionary FAR Overhaul (RFO) 52.217-9, Option to Extend the Term of the Contract.
• Contract Limits: $49 million ceiling per IDIQ
• Minimum Guarantee: A minimum fee of $1,000 will be guaranteed for the base year of each
contract.
• Set-Aside: Each contract will be set aside 100% for Small Business.
• NAICS: 541330 ($25.5M).
Firms may submit qualifications for one or more pools; however, a firm will only be awarded one
contract. If a firm is deemed the most highly qualified for more than one pool, the Government reserves
the right to select which single contract will be awarded to that firm.
3. POOL STRUCTURE AND SCOPE
• Pool 1 – Specialized Engineering & Consulting: A specialized scope focused on unique, high-
security, or advanced engineering analysis, including but not limited to blast consulting, Radio
Frequency (RF) shielding design, secure facility (SCIF) design, and acoustics.
• Pool 2 – Mechanical & Electrical Engineering: A combined scope focused on all aspects of
mechanical, plumbing, HVAC, and electrical engineering services.
• Pool 3 – Civil & Structural Engineering: A combined scope focused on civil and general
structural engineering services.
• Pool 4 – Architecture & Renovation: A scope focused on comprehensive architectural services,
interior design, and programming, with an emphasis on renovation and modernization projects.

SCOPE OF ARCHITECT-ENGINEER (A-E) SERVICES:
The overall program will provide a full range of Title I and Title II services. Please note: While the
scope of work described below is comprehensive for the overall IDIQ program, the specific services
required under any individual task order will be restricted to the disciplines relevant to the specific
contract pool. The primary service categories include, but are not limited to, the following:
Title I – Investigative and Pre-Design Services (Type A)
This category involves the analysis, investigation, and reporting necessary to inform project planning
and design decisions. Services may include feasibility studies and planning reports; site investigations
and surveys (including geotechnical, environmental, and utility surveys); design and constructability
reviews; third-party peer reviews of existing designs; facility condition assessments; the development
of project cost estimates and economic analyses; and Antiterrorism/Force Protection (AT/FP) and
security vulnerability assessments.
Title I – Design Services (Type B)
This category encompasses all aspects of the design process for projects ranging from repair and
renovation to new construction. Core activities include the preparation and/or review of contract plans,
technical specifications, comprehensive design analyses, supporting engineering calculations, project
schedules, and detailed construction cost estimates. These services will span a variety of professional
disciplines, which may include architectural, landscape architecture, interior design, civil, structural,
geotechnical, mechanical, electrical, fire protection, communications, security, and environmental
engineering. Depending on task order requirements, design deliverables may consist of conceptual
sketches, presentation materials like color boards, complete construction documents, Building
Information Models (BIM), and/or CAD drawings.
Title II – Construction Period Services
This category includes professional services performed during the construction phase of a project to
ensure compliance with the design intent. These services may consist of the review of contractor
submittals, shop drawings, and Requests for Information (RFIs); conducting site visits and inspections
to observe the progress and quality of work; preparing detailed inspection reports; providing technical
support for the negotiation of construction contract modifications; and assisting in project closeout
activities, including the review of as-built drawings and support for system commissioning.
4. MANDATORY SUBMISSION AND TECHNICAL REQUIREMENTS
The overall program will provide a full range of A-E services across the four IDIQ contracts. The
following sections outline the mandatory requirements for both submission and contract performance.
