STATEMENT OF WORK (SOW) Historic Stone Boundary Wall Phased Repairs: Phase VI Sections 17 and 18. PROJECT NO. ENG-26156 Arlington National Cemetery 21 Apr. 2026 PART 1 General 1.1. Introduction: Arlington National Cemetery is our nation's most sacred shrine and the final resting place for our most revered military and civilian leaders. ANC receives millions of visitors each year - including visits from the President of the United States of America, other heads of state, family members of the deceased, and millions of tourists from around the world. Six thousand or more funerals are conducted yearly – in addition to over 2,000 other ceremonies, such as commemorations, wreath ceremonies, and head-of-state visits. These ceremonies and funerals often receive the intense focus of the press and other media. Due to the significance and attention received, strict adherence to the project specifications is essential. The successful contractor forms a true partnership with the Federal Government to ensure those who served our nation are properly honored. 1.2. Description of Services: The contractor shall provide all management, labor, materials, supervision, and equipment necessary to deconstruct and re-construct approximately 550 linear feet of the Stone Boundary Wall at Section 17, and 18. The contractor shall conduct a site visit, prior to award to verify measurements. Following award, but prior to any construction activity, the Contractor shall also provide a technical sheet and provide an engineered design for the wall reconstruction using proven historical methods for ANC’s review and approval before NTP. For exact work locations, please see Wall Survey Drawings (Technical Exhibits C, D & E). The contractor shall have the following minimum qualifications: Five (5) years of experience with historical stonework Completed at least three (3) projects performing similar work outlined in the SOW. Key personnel such as stone masons and laborers shall have at least five (5) years of experience on projects involving repairs and/or reconstruction to historical stonework structures Project Manager and/or Superintendent shall have at least five (5) years of construction experience. Contractor shall provide documentation to verify their experience and qualifications as required above. 1.3. Objectives: To deconstruct and reconstruct approximately 550 linear feet of ANC boundary stonewall. 1.4. Scope: The contractor shall provide all management, labor, materials, supervision, and equipment necessary to deconstruct approximately 550 linear feet of wall in sections 17 and 18. The contractor shall carefully dismantle the existing stone of the Stone Boundary wall and pilasters at the noted location and length in Section 17 and 18. The bluestone capstones shall be removed, numbered, and mapped in order to ensure replacement in their existing order and position in the wall upon reconstruction. Capstones shall be removed and stored on pallets in an unstacked manner for reuse. The Contractor shall disassemble the stonework of the wall panels and pilasters and stage these to be re-laid within the same wall panel and pier locations. Pilasters shall be reconstructed at the same location and with the same pilaster-to-pilaster offset as was existing. All stone palletized for reconstruction will be staged at an area to be agreed upon by the ANC COR and the Contractor. Any and all foundation stones will be extracted, salvaged, and reused as fill or for general wall construction as needed. The Contractor shall carefully remove all bonded / attached mortar from wall stones and capstones. If required, the Contractor shall identify an appropriate substitute capstone material where existing capstones are currently damaged beyond utility preventing reuse. The Contractor shall provide a team that has experience with historical field stone wall stonework and past projects or documents to verify such work as indicated above. Period of Performance: The period of performance (POP) shall be 468 calendar days from the NTP. 1.6. General Information 1.6.1. Quality Control (QC): The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this SOW. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which they assure themselves that their work complies with the requirement of the contract. As a minimum, the contractor shall develop quality control procedures that address the areas identified in Technical Exhibit H, “Performance Requirements Summary” (PRS). The contractor shall make any modifications required to the plan within seven (7) calendar days of notification; and obtain Contracting Officer (KO) approval in writing of any proposed change to his QC system. The Contractor’s QC Plan is to be submitted with the proposal. 1.6.2. Quality Assurance (QA): The Government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s) – if any. The Contractor shall designate an employee for quality control and shall submit documentation of a monitoring system for assuring all line items are performed according to specification.
