STATEMENT OF WORK U.S. Army Deputy Chief of Staff, G-1 Army Expeditionary Civilian Workforce Directorate Acquisition of Video Teleconferencing Equipment I. Overview: The Army’s Expeditionary Civilian Workforce (AECW) Directorate has a requirement for the supply, delivery, assembly, and arrangement of various video teleconferencing (VTC) equipment for a newly built building located at Camp Atterbury, Indiana. II. Background: AECW is responsible for the readiness, training, mobilization, and reintegration of expeditionary civilians who deploy in support of military forces conducting Joint or U.S. Army-centric operations. Its administrative offices are located in Camp Atterbury, Indiana. AECW is in the process of expanding its office space and has recently completed constructing a building (Building 367) that requires VTC equipment. III. Objective: The objective of this requirement is to equip Building 367 with VTC equipment no later three (3) months after award so that it is fully and seamlessly operational for instructional purposes, presentations, and video Teams meetings by the end of fiscal year (FY) 2026. IV. Scope: The contractor shall supply, deliver, assemble, and arrange various equipment in one (1) room of Building 367 at Camp Atterbury. The list of the equipment to be acquired is shown in ‘A. Building 367 Deployment Classroom’. Additional requirements related to the post-installation requirements are shown in ‘B. Post-Installation Requirements. -- 1 of 6 -- A. Building 367 Deployment Classroom (CLIN 0001) Equipment and installation requirements for the Deployment Classroom are below. Equipment described below are the minimum specifications acceptable for the equipment required. Provided equipment shall meet or exceed these requirements. The camera will point to the instructor podium. - Provide and install two (2) 12x PTZ cameras. The cameras will be directed at quadrants in the rear of the room. Beamforming Microphone Array Equipment Installation: - Provide and install 10 recessed ceiling beams forming microphone arrays in the space. One (1) microphone array will be placed near the front of the room to cover the instructor’s area. The other nine (9) will be placed in the room to cover the quadrants in the audience portion of the room. Speaker Equipment Installation: - Provide and install 16 recessed ceiling speakers in the room. The speakers to be configured in four zones to allow for mix minus voice lift in the room. The microphones in the zone will not be heard from the zone speakers. - Provide and install one (1) four-channel amplifier. Classroom Equipment Installation: - Provide and install one (1) audio video DSP mixer to route the microphone arrays and cameras to the far end user. - The camera and audio will connect to a BYOD in the room. - The system will automatically select a camera and camera preset that will go to the far end user with the room audio. - The camera selection will happen from the audio picked up by the microphones in the room. - The mic that picks up the most audio will trigger the preset to cover that area. - Provide and install one (1) touch panel to allow engaging and disengaging the auto camera. - Provide manual controls on the touch panel for allowing fine tuning a set camera selection if desired. - Connect system to the 4 TV’s that are mounted on the walls. - Install Cat 6e wire and data ports to accommodate TV Positions for the 100” TVs. Power will be installed by Camp Atterbury prior to equipment installation. - Provide Podium - Touch screen panel and BYOD device will be located at the podium. - Network rack shall be installed into the Podium.
