PLEASE READ THIS ENTIRE NOTICE AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis and solicitation prepared in accordance with the format in FAR part 12.– Acquisition of Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number is N66604-26-Q-0353. This procurement is intended as a sole source requirement and will be solicited on an unrestricted basis as concurred with by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Office of Small Business Programs (OSBP). The North American Industry Classification System (NAICS) Code for this acquisition is 519290. The Small Business Size Standard is 1,000 employees. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a Firm Fixed Price purchase order to Reprints Desk, Inc. on a sole source basis. Reprints Desk, Inc. is the only document delivery service that powers the Article Galaxy, which provides Navy scientists and engineers with rapid, on-demand document delivery services for scientific articles, standards, and research publications that fall outside of the command's typical subscription packages. Extensive market research has confirmed that alternative document services cannot fulfill the diverse catalog of standards and publishers required by NUWCDIVNPT, nor can they meet the necessary turnaround times. No authorized resellers of Article Galaxy have been identified; therefore, Reprints Desk, Inc. is the only source capable of satisfying this requirement. This notice of intent is not a request for competitive quotes. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. A determination by the Government not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
