3. A description of the supplies and/or services required, including the delivery schedule
and/or the period of performance (including all option periods), and the estimated dollar value of the
acquisition.
Preventive maintenance for No1th Star Imaging X3000 Industrial 2D Digital X-ray CT Scanner
System w/XWT-225-SE (S# 19021662). Standard se1vice includes:
o Two (2) scheduled Preventive maintenance visits per year
o Clean, inspect x-ray tubes, replace O-1ings and adjust to manufacturers
specifications.
o Clean, inspect, reapply dielectric grease to HV cables and set compression.
o Clean, inspect and lub1icate manipulator.
o Clean cooler, test flow and temperature switches.
o Clean and verify adjustments on the High Voltage generators to prolong tube
filament life.
o Test and adjust Safety Interlocks and Safety Lamps.
o Test power supplies and adjust to factory specifications.
o Test and adjust shutter.
o Ve1ify vacuum system operation.
o Inspect for proper cable drape.
o Ve1ify emergency stop operation.
o Perfo1m a Radiation Safety Smvey with documentation.
o Perfo1m an Imaging System Alignment Ve1ification.
o Includes standard software maintenance.
o Documentation of findings and recommendations.
o PrefeITed scheduling.
o Unlimited access for customer suppo1t
o 10% discount on pa1ts (excludes x-ray tubes and imaging devices)

• All replacement pruts shall be facto1y ce1tified by the OEM.

5. Services: A statement demonstrating the unique qualifications of the proposed contractor or the
nature of the action requiring use of the referenced authority.
No1th Star Imaging Inc. (NSI) is the designer, engineer, manufacturer, integrator, installer, and
perfo1mer of site acceptance tests for all NSI X-Series X3000 systems. The image acquisition and
reconstiuction software, including etX-DR, View, and etX-CT have also been developed by, and are
prop1ieta1y to NSI exclusively. In addition, within the United States, NSI is the sole distributor of NSI
equipment and is the only company approved by NSI to install, se1vice, and maintain the equipment and
software. Maintenance and adjustment/alignment of this system requires intimate knowledge of the X
ray system, imaging components, and the conti·ol system (hardware and software interface) as they are
configured specifically for the X-Se1ies system X3000. Improper maintenance or unautho1ized repairs
could void any wananties and make the equipment inoperable."
6. A description of effo1is made to ensure offers/quotes were solicited from as many potential
sources as is practicable, including whether a notice was or ,vill be publicized as required by RFO 5.1
and, if not, which exception under RFO 5.201(b) applies.
In accordance with RFO 5 .1, a sole source notice and redacted JOFOC will be posted on SAM.gov upon
approval of this justification. The program office does not anticipate any responses as there is only one
vendor who can provide the required maintenance and suppo1t. However, any responses received will be
sent to the program office and placed in the file.
7. The anticipated dollar value of the proposed acquisition, including options if applicable,
and a determination by the contracting officer that the anticipated cost to the government will be fair
and reasonable.

The contracting officer determines that the anticipated price will be fair and reasonable based on comparison
to the IGCE and review of histodcal award information for this same support. By signing the justification,
the contracting officer decides that the proposed prices to the government are expected to be fair and
reasonable.

research was not conducted.
Minimal market research was performed as this is a sole-source acquisition for preventive maintenance and
