The purpose of this requirement is to procure Audio Video Forensic Workstations to be used in the Forensic Audio Video Unit of the Digital Forensics Branch (DFB). INTRODUCTION/BACKGROUND. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is a law enforcement organization within the United States Department of Justice (DOJ) dedicated to reducing violent crime, protecting communities from violent criminals, criminal organizations, the illegal use and trafficking of firearms, the illegal use and storage of explosives, acts of arson and bombings, acts of terrorism, and the illegal diversion of alcohol and tobacco products. ATF’s mission also includes working in cooperation with federal, state, and local law enforcement agencies. The Special Operations Division (SOD) is responsible for supporting ATF's Field Operations mission to conduct criminal investigations, regulate the firearms and explosives industries, and assist other law enforcement agencies. This is accomplished by dedicated employees who participate in several unique branches/programs. SOD is committed to providing high-quality service, coupled with professionalism, to execute its operational objectives. The Digital Forensics Branch (DFB) provides investigative support to the ATF Field Divisions through the acquisition and analysis of digital devices; to include: computers, cellular telephones, external storage, some network devices, and Audio Video recording devices.  Due to the constant release of new devices and technologies, DFB conducts continuous research and evaluation on new methods and programs in order to provide the most comprehensive support possible to the field.     SECTION 2: REQUIREMENTS DESCRIPTION OF SERVICES. The purpose of this requirement is to establish a three-year firm-fixed, lowest bid, technically acceptable contract for the purchase of three (3) Audio Video Forensic Workstations in the Bases Year and one (1) additional workstation each Option Year. The workstations will be used to run complex audio video forensics software to be utilized as a tool for case investigations. OBJECTIVE.  The OBJECTIVE of this Statement of Work (SOW) is to award a contract for a three-year IDIQ contract to purchase Audio Video Forensic Workstations. SCOPE OF WORK.  The scope of this contract is to be provided workstations containing the minimum amount of acceptable performance specifications as outlined in the solicitation. Delivery is required within 60-days of the date of the award. SPECIAL REQUIREMENTS: The Audio Video Forensic Workstations must include the minimum technical requirements which will be posted on solicitation. We will note in the technical specifications that: No refurbished or recycled components are to be used. All components must be equal to or greater than minimum requirements specified. Shipping charges should be included in the cost of the workstation. SECTION 3: PLACE OF PERFORMANCE: Sterling, Viginia and Norfolk, Virginia. SECTION 4: ESTIMATED PERIOD OF PERFORMANCE. The period of performance for this requirement is the contract award date plus 60-days for delivery. SECTION 5: Contract Type. Firm, Fixed Price; Trade-off Evaluation Factors SECTION 6: ELECTRONIC MAIL. Unless exempted by the CO, in writing, communication after contract award with government agencies shall ordinarily be transmitted via electronic mail (e-mail).   SECTION 7: GOVERNMENT FURNISHED PROPERTY. No Government furnished property will be issued under this purchase order. SECTION 8: INSPECTION/ACCEPTANCE. Supplies or services delivered under this contract shall be inspected and accepted by the COR. The Contractor shall only tender for acceptance those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance in accordance with the appropriate inspection and acceptance clause. 8.1 The basis for acceptance shall be compliance with the Requirements/objectives/constraints set forth in the contract, and other terms and conditions of the contract. Deliverable items rejected shall be corrected in accordance with the applicable clauses. SECTION 9: Contract Management. - None SECTION 10: Administrative Considerations. ATF shall be responsible for administering this contract; therefore, all related questions shall be directed to the CO identified in Section 15. All requests for interpretation and assistance should be referred to the CO in Section 8.0 and/or the COR who will be identified at time of award. The CO is responsible for the contract administration and is the only person authorized to approve a change in the terms, conditions, delivery schedules, technical requirements or price, as set forth in this contract.
