STATEMENT OF WORK
For
Automated Viscosity Instrument -40°C

1. BACKGROUND: The Air Force Petroleum Agency’s Aerospace Fuels Laboratory at Wright-
Patterson Air Force Base (AFPET/PTPLA) provides laboratory quality surveillance and
investigative analytical support of flight critical products directly related to the warfighter operations
on behalf of all Air Force and other DoD agencies, as well as commercial entities. AFPET/PTPLA
has a vision to create a flexible, dynamic center of excellence that is responsive to customers and
strategically positioned and focused to contingency and warfighter operations. We provide
warfighters specialized testing services and capabilities in petroleum, propellants, cryogenics,
chemicals and gases for all aerospace vehicles, systems, and equipment.
2. SCOPE OF WORK: AFPET/PTPLA is seeking to purchase one (1) -40°C Automated
Viscosity Instrument unit to run testing per ASTM D445 to determine low temperature viscosity
in hydraulic and coolant fluid products in accordance with this Statement of Work (SOW).
3. TECHNICAL REQUIREMENTS: This document covers the purchase, warranty, shipping of one
(1) Automatic viscosity instrument that can perform kinematic viscosity testing per ASTM D445 at
-40°C.

3.1. Requirements/Salient Characteristics: The automatic viscosity instrument must possess the
following features:
3.1.1. This instrument(s) must fully comply with ASTM D445, “Standard Test Method for
Kinematic Viscosity of Transparent and Opaque Liquids (and Calculation of Dynamic
Viscosity)”.
3.1.2. Capable of maintaining testing temperatures at -20°C and -40°C with an accuracy of
+/- 0.05°C
3.1.3. Thermometer able to be taken out and calibrated separately
3.1.4. Operate on power requirements of 110-120 V, 50-60 Hz.
3.1.5. Be a benchtop instrument not to exceed 32 in (W) x 26 in (D)
3.1.6. Be delivered with all necessary accessories for operation down to testing temperature of
-40°C.
3.1.7. Due to the technical nature of the requested product, vendors must demonstrate they
directly employ staff qualified to install, provide training, and troubleshoot this
requirement onsite at the location or locations listed in section 4 of this document.

4. Delivery, Installation, and Lead Time:
The Contractor shall deliver and send a qualified technician onsite to install the product within 12 weeks after
contract award to the following address:

A delivery/installation Point of Contact (POC) will be identified in the schedule of the final awarded contract
who will be responsible for coordinating delivery, installation, and training.
5. SHIPPING: Contractor shall ensure all pieces are fully operational and in good, working condition
before shipping to 88th SFS. Contractor will securely package and ensure shipment
6. WARRANTY: The product shall be free from defects in material and workmanship upon delivery.
A warranty shall be honored by the Contractor for all items delivered for this requirement for at least one
(1) year after receipt under normal and proper use in accordance with the user manual.
7. QUALIFYING COUNTRY PRODUCTS: All products delivered to satisfy these requirements
shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition
Regulation Supplement (DFARS) 225.872. Products from other than qualifying countries will not be
accepted, and any costs associated with products from other than qualifying countries, including
shipping, etc., shall be at the contractor’s expense.
8. INVOICE AND PAYMENT: The contractor shall be paid upon submission of a properly prepared
invoice and after final inspection and acceptance has been made. A proper invoice shall cite the
contractor’s name and address, invoice number, invoice date, order number, contract line-item
number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms
of any prompt payment discount offered, and who to notify in the event that the invoice is defective. The
invoice shall be submitted to the Wide Area Workflow (WAWF) in accordance with the terms of the
final contract award.
9. DELIVERY PROCEDURES COMMERCIAL VEHICLES:
9.1. All vehicles larger than a large pick-up truck are required to be inspected by the Wright-
Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the
installation. Vehicles to be inspected include, but are not limited to, the following:
9.1.1. Step van/panel truck
9.1.2. Tractor/trailer, box and flatbed containing cargo
9.1.3. Tanker trucks
9.1.4. Box truck
9.1.5. Tour buses
9.1.6. Garbage/recycled waste trucks
9.1.7. Concrete trucks/mixers, dump trucks
9.1.8. Cranes, recreational vehicles, petroleum tanker
This inspection will be conducted at Wright-Patterson AFB Gate 26A.
9.2. The following are exemptions to vehicles utilizing the CVDG:

9.2.1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is
necessary due to product deterioration it does not need to enter the CVDG. To bypass the
CVDG, the contractor shall submit a list containing drivers’ names, social security
numbers and the state in which the driver's license is held for those drivers who will be
entering the base. This shall be accomplished 24 hours prior to requested entry time. If
entry is requested on Monday, this list shall be submitted by Friday at 1630 hours. All
lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates
