STATEMENT OF WORK
NAVSEA Team Submarine AV and Collaboration Equipment Upgrade for TANC Split
Conference Rooms
1. INTRODUCTION
The Naval Sea Systems Command has a requirement for installing AV and collaborative web
conferencing systems in two new collocated conference rooms.
2. BACKGROUND
The Naval Sea Systems Command Washington Navy Yard HQ, Team Submarine Directorate, is
upgrading Audio Visual equipment and web conferencing systems in two (2) new Team
Submarine TANC Split conference rooms by installing a combination of new CFE large screen
display, rack cabinets, AV switching and control, web conferencing equipment and new GFE
secure KVM equipment. These two conference rooms are formed by drawing a sound-rated
security curtain through the center of a larger room. Independent AV and collaborative
conferencing systems are to be installed in each room.
3. SCOPE
3.1 The contractor shall design, install, configure, and functionally test AV and collaborative
conferencing systems using a combination of new Contractor Furnished display, rack cabinet,
AV switch and control, Installation Hardware Package, and web conferencing Equipment (CFE)
and new Government Furnished secure KVM Equipment (GFE) in accordance with Attachment
1 found in Section J of this announcement.
3.1.1 The Installation Hardware Package of Attachment 1 found in Section J shall include but not
be limited to: Cable, connectors, cable adapters, custom cable assemblies, custom interface
panels, labels, video scalers and splitters, display and other equipment mounting devices, and
miscellaneous electrical and networking devices.
3.1.2 System Cross-connects. The contractor shall provide AV cross-connects between the two
independent but collocated AV systems to allow an AV source connected to a single system to
be displayed by both systems.
3.1.3 GFE SKVM. Each GFE Secure KVM (SKVM) and its remote control shall be contained
in the associated system’s equipment rack and serve, inter alia, to isolate a single Crestron
DMPS3 AV output sharing display hardware in an unrelated system.

3.1.4 All AV switching and control system, power control, SKVM, and local repeater, scaler,
converter equipment shall be contained in a mobile, lockable 19” half-rack. Equipment half-
racks shall be interchangeable across all current Team Sub AV System Upgrade wave (CY25
and forward) conference rooms for casualty resolution, repurposing of office space, and the
move of organization to other locations with only minor I/O changes for type and number of
input and output devices.
3.1.5 Conference table-mounted support electronics. Due to the fluid nature of conference table
placement and the rather large number of smaller, mobile tables in each room, conference table-
mounted support electronics should be mounted on a single table in each room, thereafter,
designated as the ‘Communications Table’, with the intent to position the ‘Communications
Table’ near the central floor-mounted I/O’s for power, network, display, and Web cam access.
All these services shall be passed through the Communications Tables per Table 3, Attachment
2, Section J.
3.1.6. For those conference table arrangements where a ‘Communications Table’ cannot access
I/O services, the contractor shall provide one side wall location in each room with stationary
support electronics associated with the hard disconnect panels required in Table 3, Attachment 2,
Section J, that allows direct power, network, HDMI, and USB connections.
3.2 Not used.
3.3 Attachment 2 found in Section J of this announcement provides the architectural floor and
wall penetration groupings for both rooms. The contractor shall provide custom interface panels
with appropriate connectors to transition signals through floors and walls as required in Table 3.
3.4 Damaged areas of ceiling, walls and floors rising from this installation shall be restored to
original condition.
3.5 Skill in Crestron AV control and switching system programing and setup is required to
complete this installation. The contractor shall provide examples of previous AMX, Crestron or
equal, AV control system programing and setup experience.
3.6 The contractor shall provide CAD documentation of installed systems in the As-built
condition for each room, including a reference to any connection points in existing, unmodified
systems. These drawings shall be delivered in accordance with (IAW) Exhibit A (CDRL A002)
found in Section J of this announcement.
3.7 The contractor shall provide a digital copy of AV control system source code, annotated,
generated in a recognized source code text editor, delivered on USB Flash Drive and on CD-
R/DVD-R media or file transfer via e-mail or website download for installed systems, however
the contractor deems appropriate.

3.8 The Contractor shall provide an Integrator's Summary Operating Instructions with Touch
Panel Screen Images for reference.
3.9 The contractor shall provide independent, remotely controlled, white LED, electrically
lighted “Unclassified Meeting in Progress” and “Classified Meeting in Progress” signage for the
exterior of each room. Signage shall be readable at 45’ on the perpendicular to ± 22.5⁰ to the
perpendicular.
3.10 The contractor shall provide an electrician licensed in the District of Columbia to make
changes in the local 120 VAC 1 Phase 20 Amp convenience wiring, in way of removing existing
equipment not to be reused, reinstalling existing equipment to be reused, and installing new
equipment. This will involve, non-inclusively, terminating existing wiring at removed and not to
be reused equipment locations according to local electrical code and moving and/or extending
and terminating existing wiring for the reinstallation of existing equipment and the installation of
new equipment according to …
