Pre-Solicitation Notice: Department of the Interior-The National Park Service (NPS) Team, Contracting Operations Central, LAKEWOOD Major Acquisition Buying Office (MABO), intends to issue solicitation for a qualified consultant to research, coordinate, and prepare key components of an NHL nomination. Solicitation No.: 140P1226Q0033 Location: Threatt Filling Station, Oklahoma County, Oklahoma This acquisition will be conducted using Simplified Acquisition Procedures (FAR Part 13). This solicitation is expected to result in a commercial service contract. Description: National Park Service (NPS) administers the National Historic Landmark (NHL) program, which provides for the identification, documentation, preservation, and interpretation of nationally significant historic buildings, sites, objects, structures, and districts. The NPS Heritage Partnerships Program seeks an NHL nomination package for the Threatt Filling Station in Oklahoma County, Oklahoma for national significance under NHL Criterion 1. The NPS is seeking the services of a qualified consultant to research, coordinate, and prepare key components of an NHL nomination for the Threatt Filling Station in Oklahoma County, Oklahoma. The nomination, including photographs, maps, and GIS data, will be prepared in accordance with the NHL and National Register (NR) of Historic Places guidelines as included in the Statement of Work. This acquisition is 100% set aside for Small Business concerns (total small business set aside). The associated NAICS code is 541690 Other Scientific and Technical Consulting Services. The small business size standard is $19 Million. The government plans to release a formal solicitation, along with all relevant documents, on or around June 22, 2026. Should this date shift, the solicitation will be issued as soon as possible. This notice serves as an advance announcement of the upcoming solicitation. Details for a site visit, including date and time, will be provided within the solicitation. Responses will be due approximately 23 days after the RFQ is issued, with the anticipated due date around July 15, 2026. The exact RFQ due date will be specified in the forthcoming solicitation. The RFQ package, including applicable documentation, will be posted to SAM.GOV. No hardcopies or email copies will be provided.
