OBJECTIVES The primary objective of this project is to enhance the safety, accessibility, and functionality of the Child Development Center's (CDC) exterior areas. This will be achieved by replacing deteriorated concrete surfaces, repairing uneven walkways, and improving the clarity and organization of the parking lot. 2. BACKGROUND The existing concrete slabs in the playground, along with certain walkway sections, have become deteriorated and uneven over time, posing significant trip hazards for children and staff. The wooden grate shown on the walkway is not a suitable long-term solution. Furthermore, the parking lot striping has faded, causing confusion and improper use of designated spaces. This project will address these deficiencies to ensure a safe and compliant environment for all users of the facility. 3. SPECIFIC REQUIREMENTS The contractor shall: • The project requires the replacement of approximately 1800 SF concrete slabs in the playground area. • Remove and replace the wooden grate section in the walkway with concrete. Picture is provided at the end of document. • All concrete work is to be completed in accordance with American Concrete Institute (ACI) standards. • The Child Development Center operates from 6:00 AM to 6:00 PM, Monday through Friday. All work will be completed during these hours. • The blacking out and re-stripping of the parking lot must be performed during the weekend (Saturday and Sunday) to avoid conflict with facility traffic. • Saw cut the perimeter of existing 4" thick WWF-reinforced concrete to be removed. Use of a wet concrete saw is required; The contractor may utilize the exterior hose bibb for water supply. Prior to use, the contractor must furnish and install an approved hose connection vacuum breaker (backflow prevention device) on the hose bibb. Refer to page 6 appendix j & k for more information. • Following the removal of the existing concrete, inspect the subgrade for tree roots. If roots are found to be the cause of slab elevation, they must be ground down or entirely removed to prevent damage to the new concrete slabs. • Excavate the soil to a depth that allows for a 4” base of #57 stone. • Ensure the subgrade soil is compacted with no soft or spongy areas. Fill low or excavated areas with #57 stone. • Form all areas to receive a 4” thickness of new concrete. • Use 3000psi ready-mix concrete. Bagged concrete is not permitted. • The concrete mix must have an air entrainment of 4.5% - 7% (+/- 0.5%). • The concrete slump must be 4” (+/- 1”). • Provide macro synthetic fibers in the mix at a rate of 4 pounds per cubic yard. WWF is not to be used in the new concrete. • The contractor must provide the mix design for approval before pouring. • Third-party testing of the concrete (slump, air content) is required during the pour. Concrete test specimens are not required. -- 2 of 51 -- Page 3 of 51 • Cure all newly poured concrete. • A Bobcat-sized machine and Georgia-type buggies can fit through the double gate. The contractor must confirm access dimensions prior to mobilizing. • One parking space near the gate will be reserved for the contractor. All other contractor parking will be near building 24, as indicated on a contractor-provided map. • No concrete truck cleanout is permitted on DSCR grounds; all washouts must be contained and removed from the site. • All soil, concrete, and other construction debris removed must be disposed of off-site (off DSCR property). • Backfill all excavated areas around new concrete with clean topsoil, then apply seed and straw. • Repair any other areas damaged during construction to their original or better condition using the methods outlined. • Pedestrian Access-The sidewalk by the main gate must remain open for the duration of the project. The contractor must ensure this walkway is kept free of construction debris, equipment, and hazards at all times to allow safe pedestrian passage. • Site Security & Accountability-Due to the nature of the facility as an active Child Development Center, all contractor personnel must sign in upon arrival and sign out at the end of each day for security and accountability purposes. Walkway Tile Repair • Level the existing uneven paver tiles to eliminate trip hazards. • Remove and replace three (3) broken or significantly damaged tiles, matching the existing tiles as closely as possible in size, color, and texture. Parking Lot Striping • Prepare and clean all pavement surfaces in the front and side parking areas (approx. 2800 SF). Apply a commercial-grade asphalt sealcoat to cover all existing, faded parking lines and pavement markings. • Re-stripe the parking lot to include: • Front: Four (4) parking spots, with one (1) designated and marked as handicap accessible. • Side: One (1) handicap-accessible space and six (6) spaces with pavement lettering that reads "15 MINUTE PARKING" • Layout shall be in accordance with UFC 3-200-10N. Pedestrian Access The sidewalk by the main gate must remain open for the duration of the project. CONTRACTOR QUALIFICATIONS All contractors submitting proposals must demonstrate a minimum of five (5) years of relevant experience in similar projects. 5.
