PERFORMANCE WORK STATEMENT (PWS) FOR CYPC B3340 & CDC B2443 PLAYGROUND RESURFACING Beale AFB, CA August 2026 -- 1 of 11 -- 1. SCOPE OF WORK. The 9th Force Support Squadron (9 FSS) requires a contractor to execute a complete playground resurfacing project at the Beale AFB Child Development Center and Child Youth Program Center. This project mandates the total removal and off-base disposal of all existing playground surfacing and debris across the pre-toddler, toddler, preschool, and School Age Care (SAC) play areas, followed by the installation of entirely new surfacing systems. Patching or repairing the existing surfaces is strictly prohibited. The contractor is responsible for providing all necessary labor, materials, and equipment to complete the new installation and perform comprehensive site cleanup. 2. REQUIREMENT. The Contractor shall furnish all supervision, labor, tools, equipment, materials, operations, incidentals, and deliverables required to replace the playground surfacing at the Beale AFB Child Development Center and Child Youth Program Center for the 9th Force Support Squadron (9 FSS). This project fully encompasses the removal and disposal of the current playground surfaces and debris across the CDC pre-toddler, toddler, pre-school, and School Age Care (SAC) playgrounds. The Contractor must completely remove the current surface and install a new playground surface. The Contractor is also responsible for the cleanup of materials, tools, and existing areas in and around the playgrounds. 2.1. PLAYGROUND RESURFACING SPECIFICATIONS. The playground resurfacing project involves the complete removal of existing safety surfacing and the brand-new installation of high-durability, urethane-bound safety pads across multiple play areas. 2.1.1. Color-Blended Safety Surfaces: The Pre-Toddler, Toddler, and School Age playgrounds will receive a new poured-in-place surface utilizing a 50/50 color blend (combinations of blue/black, beige/black, or green/beige) bound with aromatic urethane binder. 2.1.2. Standard Blue Surfaces: The Preschool playground requires a new 100% standard color blue surface. 2.1.3. ADA Accessibility: The School Age playground requires a new 2,426 sq ft brown pad at a 0.5-inch depth that must feature a completely flush ADA-accessible transition edge. Playground Pad Type / Size Scope of Work & Material Requirements Toddler Two (2) Blue Pads (210 sq ft & 1300 sq ft) Complete removal of current surface and installation of new surface. A 2" depth 6" width edge separation 50/50 blue and black color blend with aromatic urethane binder. Toddler One (1) Brown Pad (331 sq ft) Complete removal of current surface and installation of new surface. A 2" depth 6" width edge separation 50/50 beige and black color blend with aromatic urethane binder. Pre- Toddler One (1) Front Brown Pad (380 sq ft) Complete removal of current surface and installation of new surface. A 2" depth 6" width edge separation 50/50 beige and black color blend with aromatic urethane binder. Pre- Toddler One (1) Back Right Blue Pad (260 sq ft) Complete removal of current surface and installation of new surface. A 2" depth 6" width edge separation 50/50 blue and black color blend with aromatic urethane binder. Pre- Toddler One (1) Back Left Blue Pad (495 sq ft) Complete removal of current surface and installation of new surface. A 2" depth 6" width edge separation 50/50 blue and black color blend with aromatic urethane binder. -- 2 of 11 -- Preschool One (1) Small Blue Pad (51 sq ft) Complete removal of current surface and installation of new surface. A 2" depth 6" width edge and 100% standard color blue with aromatic urethane binder. Preschool One (1) Large Blue Pad (1600 sq ft) Complete removal of current surface and installation of new surface. 100% standard color blue. School Age One (1) Brown Pad (2426 sq ft) Complete removal of current surface and installation of new surface. A 0.5" depth. 50/50 green and beige color blend with aromatic urethane binder. Must include flush ADA accessible edge. 2.2. SLIDE REMOVAL. The Contractor shall remove the slide installed on the Toddler Playground. 2.3 WASTE, DISPOSAL AND CLEAN-UP OF ALL MATERIALS. The Contractor assumes full responsibility for the collection, off-base transport, and proper legal disposal of all project debris, including the entirety of the removed legacy playground surfacing. All generated waste shall become the property of the Contractor and must be continuously managed and removed from Beale Air Force Base premises to prevent any safety hazards to children or staff. The Contractor shall maintain strict housekeeping standards throughout the duration of the project. Upon completion of the new surface installation, a comprehensive clean-up must be executed to remove all residual materials, adhesives, tools, and trash from playground equipment, structures, and surrounding grounds—with particular emphasis on thoroughly clearing adjacent grass areas to ensure a completely safe, clean, and hazard-free environment for the Child and Youth Programs. 3. COMPLIANCE: The Contractor shall comply with all applicable Federal, State, and local construction standards, including current Air Force Occupational Safety and Health (AFOSH) standards. The Contractor shall be in compliance IAW all NFPA, AFI, UFC, CPSC, applicable ASTM, and ETL standards for fire safety, and must follow the 01.10.10 Apr 2012 Design Requirements for Child Development Centers. 4. FINAL SITE WALKTHROUGH AND FORMAL ACCEPTANCE. Upon the Contractor's notification that all playground resurfacing and clean-up activities are finished, a formal joint-site walkthrough shall be scheduled. This walkthrough must be led by the Beale AFB Child and Youth Program (CYP) Flight Chief and accompanied by the Contractor’s POC.
