CLASSIFICATION: UNCONTROLLED Repair Emergency Services, B710 Page 1 of 9 STATEMENT OF WORK - QJKL 25-0014 11 March 2026 PART 1 - GENERAL 1.01 PROJECT SCOPE Provide professional design services (Title I Type A, Title I Type B and Title II Services), provide all supervision, labor, materials and equipment necessary to fully meet all requirements of this Statement of Work (SOW), SOW Drawings and all other Contract Documents related to and/or titled: “REPAIR EMERGENCY SERVICES B710” at the Minneapolis Air Reserve Station, Minneapolis, Minnesota. B710 was previously utilized by the 27th Aerial Port Squadron. The building was constructed in 1984 with an addition added in 1989. Electronic PDF and AutoCAD drawings are available. The Designer of Record (DOR) shall investigate the site, develop drawings and specifications per Paragraph 1.03, submit design analysis and provide cost estimates. Title II services shall be provided by the DOR, awarded at a later date. 1.02 PROFESSIONAL DESIGN SERVICES A. Title I (Type “A” Services). These services involve field investigations and surveys (roof investigations, façade evaluations, etc.); similar fact-finding surveys of the site essential to proper design; preparation of reports and similar services not involved in the preparation of designs, plans, drawings, and specifications. B. Title I (Type “B” Services). These services include those items normally furnished by an A-E in the actual preparation of the design documents (plans, drawings, specifications, submittal register, etc.) and include visual inspection of the site or facility for familiarization with scope, general conditions, and coordination with using activities. C. Title II (Type “C” Services). Those items involve inspecting, monitoring, and evaluating construction activities to validate conformance to plans and specifications, including reviewing, evaluating and testing product submittals and shop drawings, and preparation of construction contract modifications. D. Applicable Standards, Manuals, and Pamphlets: The A-E shall prepare all design documents in conformance with the applicable portions of the following: 1. Unified Facilities Criteria (UFC) 2. Applicable Air Force Policy Directives, Instructions, Pamphlets, Manuals, Technical Data Bulletins, Engineering Technical Letters and other documents. 3. Current national codes, regulations, and specifications involving architectural, civil, electrical, environmental, and mechanical disciplines associated with the design and construction of each project as referenced by UFC. 4. Guide Specification: The DOR shall use Unified Facilities Guide Specifications (UFGS) as the basis for producing specifications under this contract. The specifications shall be tailored to suit the specific work requirements of the individual items contained in the Delivery Order. Extraneous material that does not apply to the project shall be deleted. While the DOR should cover relevant items in full scope to assure quality construction and compliance, the use of notes on the drawings either to accentuate important items in the specifications, or to take the place of lengthy written specifications for routine or simple items is encouraged. The DOR is permitted to use specific manufacturer’s part or model numbers to describe a specified item, however, in all such cases, at least two other approved manufacturer’s part or model numbers shall be -- 1 of 9 -- CLASSIFICATION: UNCONTROLLED Repair Emergency Services, B710 Page 2 of 9 specified or an “or equal” statement shall be included unless the government wishes to sole source an item. If sole source is required, the Government will provide the appropriate justification for that specific sole source. E. CERTIFICATION OF DRAWINGS AND OTHER DOCUMENTS: The DOR, or their authorized representative, shall sign the original of all drawings and the first page of all specifications, estimates or similar documents under the DOR’s printed name and over the affixed replica of his professional seal (or his registration certificate number and including the state of issuance). The A-E certifiers of the documents shall be registered in the state of Minnesota. In addition, as part of the 100% submittal, an engineer must certify in writing that the plans and specifications are compliant with UFC 3-600-01 (Fire Protection Engineering for Facilities) and all applicable criteria. F. RESPONSIBILITY OF THE ARCHITECT ENGINEER: Notwithstanding any review, acceptance or approval by the Government, the A-E shall be responsible for the professional and technical quality of all designs, drawings, specifications, and other material produced under this contract. The DOR shall also be responsible for the professional quality and adequacy of the service and materials furnished and for compliance with design criteria specified by the Government for use under this contract. 1. Reassignment of DOR design responsibilities to construction contractors is highly discouraged by the Government. This includes but is not limited to the following: structural steel detailing, fire sprinkler design, stair systems, retaining wall systems, and structural framing systems. This practice in no way relieves the DOR of their responsibility for these items. The A-E will be asked to approve and shall certify all “delegated” designs for conformance to the project design analysis. G. DESIGN INFORMATION: In general, the requirements presented are design objectives and the DOR is encouraged to suggest changes where they would not seriously deviate from the overall requirements and would result in economic savings, time savings or improved performance in arriving at the end results. Design of structure and appurtenant facilities will comply, where applicable, with such regulations and criteria that exist for the Air Force and objectives of the project as furnished by the Contracting Officer.
