Description

STATEMENT OF WORK Floating Dock Project at Bass Lake Wright Patterson Air Force Base, Ohio 30 June 2026 PREPARED BY: 88 FSS/FSW -- 1 of 4 -- Project Title: Installation of one (1) T-Shaped Floating Dock At Bass Lake WPAFB 1. Scope of Work: The scope of this project is to design, procure, and install one (1) floating dock in a lake providing a safe, stable, and accessible structure for tying up and launching canoes, kayaks, and other self-propelled watercraft. The dock shall be handicap accessible, allow customers to safely enter and exit their watercraft, and watercraft shall be able to be tied off using a system of cleats, when not actively being used. The dock shall be able to adjust as water levels rise and fall, maintaining stable and safe use. 2. Minimum Requirements At a minimum, the contractor shall meet or exceed all of the following requirements: 2.1. Dimensions and Design 2.1.1. The dock shall be designed in a T-shape. Dock shall be at a minimum 5’ wide by 10’ long with a minimum 5’ wide by 20’ long walkway. 2.1.2. The dock shall have an aluminum/plastic frame and all surfaces that will be walked on shall be non-slip and handicap friendly. 2.1.3. Deck shall be installed using a post anchoring system that adjusts up and down for water level that can increase up to 4 ft and decrease by 4 ft. There shall be minimal lateral (no more than 3 inches) movement allowing the structure to remain secure to the anchor. 2.2. Watercraft Accessibility 2.2.1. The dock shall allow customers to enter and exit watercraft safely, with a design that minimizes the risk of tripping or falling. 2.2.2. The dock shall include 8 cleats for securely attaching canoes, kayaks, and similar vessels. 2.2.3. The dock shall have a canoe/kayak launch and roll up built into the side of the dock. 2.3. Floatation Mechanism 2.3.1. The dock shall be equipped with a floatation system that allows the dock to remain stable and functional as water levels rise and fall. 2.3.2. The floatation system shall be designed to maintain the dock’s stability and accessibility even at varying water depths, particularly during times of high- water levels (e.g., flood or seasonal changes). 2.3.3. Dock shall have zero to minimal lateral movement (no more than 3 inches). 2.4. Anchoring system and Structural Support 2.4.1. To ensure the dock can adjust to increasing/decreasing water levels, piers or anchors will be set into the bottom of the pond or in the anchor blocks that -- 2 of 4 -- will be installed on the bank to maintain the floatation and stability of the dock as water levels change. 2.4.2. Piers shall be installed in such a manner that they do not impede the flow of water or disrupt the environment and will be manufactured from material that is commonly used in marine environments. 2.5. Material Specifications 2.5.1. The dock structure shall be constructed using materials suitable for light commercial marine environments. These materials shall be resistant to corrosion, UV degradation, and other environmental factors typical of pond or lakefront settings. 2.5.2. Suitable materials include, but are not limited to, aluminum, treated wood, composite decking, marine-grade plastics, or fiberglass. The contractor will specify the exact materials to be used, ensuring they meet durability and safety standards. 2.5.2.1. If using metal material, material shall be no slip. 2.6. Accessibility Features 2.6.1. The dock shall incorporate features that ensure easy access for people with disabilities, including, but not limited to, a gentle slope, non-slip surfaces, and appropriate handrails or grab bars as well as canoe or kayak stabilizers. 2.6.2. The entry/exit area for watercraft shall have a stable and smooth transition to allow users to board and disembark from their canoes or kayaks safely. 2.7. Load Capacity 2.7.1. The floating dock system shall be designed to support a minimum load capacity suitable for 8-10 individuals, as well as 6 kayaks or canoes. The load capacity shall be sufficient for the dock to function under normal usage conditions without compromising its structural integrity. 2.8. Clean up 2.8.1. Work area shall be kept clean of debris, at the end of workday area shall be clean. 2.8.2. All debris, including scrap material shall be disposed of at an off-base facility by the Contractor. 2.9. Place of Performance 2.9.1. Floating dock system shall be delivered to and installed at: Bass Lake Wright Patterson AFB, OH 45433 2.9.2. Specific placement of dock and piers will be agreed upon by the Government following contract award, water depth will need to be taken into consideration. -- 3 of 4 -- 2.10. Period of Performance 2.10.1. Period of performance shall be completed no later than 60 days from contract award. 2.11. Warranty 2.11.1. 10-year warranty on all dock and gangway materials. 3. Deliverables 3.1. The following shall be delivered via electronic email or usb flash drive to the Contracting Officer no later than 30 days after the contract award: 3.1.1. Design plans of the floating dock, including dimensions, materials, and accessibility features. 3.1.2. A written report outlining the floatation system and how it will maintain stability at varying water depths. 4. Requirements and Standards 4.1. The floating dock shall comply with local building codes and Americans with Disabilities Act (ADA) accessibility standards (or equivalent, where applicable). 4.2. The Contractor shall be responsible for obtaining any necessary permits or approvals required for construction in the lake area. All materials used in the construction of the dock shall be suitable for marine environments and must be able to withstand the expected local weather and water conditions. 5. Contractor Qualifications 5.1. The contractor shall demonstrate experience in designing and installing floating dock systems and shall demonstrate familiarity with marine construction and ADA accessibility requirements. Relevant
