Bighorn Retreat Stewardship IRSC Pike-San Isabel National Forests Page 1 of 12 South Platte Ranger District APPENDIX A TECHNICAL SPECIFICATIONS FOR SERVICE WORK ITEMS SECTION I – DESCRIPTION OF WORK: The Bighorn Retreat is part of the Harris park EA located on the South Platte Ranger District of the Pike National Forest, approximately 11 miles north of Bailey, Colorado. Land management objectives for the project area are summarized as follows: • Increase Stand Resiliency— Promote a diversity of tree species, age classes, and structural stages that would lead to the development of uneven-aged stands. • Reduce the negative impacts that wildfire could have on watersheds, including the municipal watershed reserves and water system infrastructure for the cities of Denver, Aurora, Bailey, and other local municipalities. • Maintain and enhance threatened, endangered and sensitive species habitats, and other important wildlife habitats over the next 20 – 30 years – Promote the perpetuation of aspen for wildlife habitat. Special Considerations for All Units: Cutting Unit Boundaries The boundaries of cutting units are designated as shown in the following table. The trees used for boundary designation are not to be cut. A Geo-Fence is a location on the ground corresponding to the boundary location shown on a mobile mapping device using a Global Positioning System (GPS) Receiver using the digital vector file/shapefile named BighornRetreat_Units.shp and dated December 2nd 2025 . The digital vector file/shapefile will be provided to the Purchaser by the Forest Service. A digital list of the coordinates can be provided upon request. Included Timber is located within and not past the boundary as shown on the mobile mapping device using the digital vector file/shapefile listed above. Purchaser is responsible for obtaining a GPS receiver(s) that is capable of determining the location of the true Geo-Fence within the contract tolerance. Allowable contract tolerance is 20 feet. Forest Service inspection of cutting Included Timber to determine if cutting is within allowable contract tolerance, shall use the digital vector file/shapefile named and dated above using a GPS Receiver with a minimum, tested accuracy in a light - medium canopy of 5 feet. National Technology Development Program GPS Receiver accuracy reports by GPS manufacturer and model are available at: https://www.fs.usda.gov/database/gps/mtdcrept/accuracy/index.htm. Forest Service determination of boundary location will be final. As an operational convenience and subject to written agreement by the Forest Service, in advance of marking, Purchaser may mark Geo-Fence boundaries on the ground with Purchaser's non-tracer paint. Boundary trees shall not be identified with paint applied below stump height. Purchaser shall bear all costs associated with painting used to visually identify boundaries. Forest Service will not approve or accept the boundaries identified on the ground by the Purchaser in advance of cutting. In case of a major disruption in GPS service, or lack of GPS coverage on the Sale Area beyond the control -- 1 of 12 -- Bighorn Retreat Stewardship IRSC Pike-San Isabel National Forests Page 2 of 12 South Platte Ranger District of the Purchaser, as determined by the Contracting Officer, lack of GPS coverage on the Sale Area, the Forest Service may elect to Mark Geo-Fence boundaries on the ground, in which case the Forest Service's determination of boundary location will be final. Purchaser may request Forest Service Marking of Geo-Fence boundaries on the ground with paint at Purchaser's expense. Approval by the Contracting Officer is subject to agreement and the availability of Forest Service personnel. If Purchaser's request is approved, Forest Service determination of boundary location will be final. It shall also include administrative traffic by Forest Service , and other landowners for the administration of their lands . Purchaser will close gates as directed by Forest Service at the completion of daily activities or close gates after passage of each vehicle . Forest Service will monitor and administer closure activities . Purchaser shall effectively close to public use the following roads designated "To Be Closed" on Sale Area Map. Purchaser's Operations in Areas Otherwise Closed to Motorized Vehicles . During the period January 1 to_ December 31 when Purchaser's Operations are in areas otherwise closed to motorized vehicles, Purchaser shall not be permitted to hunt, transport hunters, discharge firearms, or transport big game animals with vehicles within the closed areas. SECTION II – WORK ITEMS Mandatory Item 1: Cut, Forward and Deck Non-Included Material: Unit 1 (56 Acres) The treatment specifications of all materials are outlined below. All designated trees shall be processed in place and forwarded to a designated location; all slash shall be masticated. Treatment and slash specifications are listed below. A. Treatment Specifications 1. Cut all live and dead trees, > 5” diameter at breast height, that have been blown down, significantly uprooted, are damaged or leaning, or have broken tops. Additionally, cut all live trees marked above and below 4.5’ with blue paint. Process trees in the woods using a cut-to-length harvest system, forward to a collection point or landing.
