Synopsis & Core Requirement The Government seeks prototype solutions for a Biological Containment Isolation System (BCIS) under the authority of 10 U.S.C. § 4022, Other Transaction Authority (OTA). The objective is to acquire a modular, field-installable kit to convert the existing USAF TMT60 positive-pressure tent shelter into a negative-pressure, multi-patient isolation system for managing patients with High Consequence Infectious Diseases (HCID). At a minimum, proposed solutions must be able to meet the following critical threshold requirements: Negative Pressure: -2.5 Pa (≈ -0.01 in. w.g.) differential Air Exchange: ≥12 Air Changes per Hour (ACH) Filtration: 99.97% efficiency for 0.3-micron particles Compatibility: Must integrate with and be reversible for the standard TMT60 tent system 1.2 Notice of On-Site Equipment Viewing To assist vendors in preparing their Responses to this Solicitation (RSPs), the Government has scheduled an on-site equipment viewing of the TMT60 shelter at Fort Detrick, MD. Date: June 30, 2026 Time: 0900 to 1200 EDT Access Requirements & Security Protocols All vendor representatives must strictly adhere to the following installation security protocols to be granted entry: Access Requirements & Security Protocols: To attend the viewing, all vendor representatives must strictly adhere to the following installation security protocols: Approved Visit Request: Vendors must submit and receive an approved visit request prior to arrival. Please coordinate all submissions with the Contracting Officer or Specialist. Installation Visitor Guidance: Please review and follow the specific access instructions detailed on the Fort Detrick Visitor Center Portal: https://home.army.mil/detrick/my-fort/visitors Citizenship Restriction: Access is restricted to U.S. Citizens only . No Foreign Nationals will be permitted on-site. 2. Acquisition Approach & Submission Instructions This acquisition will be conducted as a two-step process with the intent to award multiple Prototype OTAs. This approach encourages participation from non-traditional defense contractors and small businesses. Step 1: Solution Briefs: Interested parties are invited to submit a Solution Brief package. This initial submission consists of two files: A Solution Brief (15-page limit) detailing the technical merit, credibility, feasibility, and innovation of the proposed solution. This brief must include a Rough Order of Magnitude (ROM) cost estimate. A Supporting Data Package (no page limit) with evidence to substantiate all claims. Step 2: Request for Solution Proposal (RSP): Select offerors will be invited to submit a full proposal.
