Description: BRAND NAME SOLE SOURCE for one Dynapower DC Power Supply. Disclaimer: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in RFO FAR 12.202, as supplemented with additional information included in this notice. This announcement constitutes only solicitation; proposals are being requested and a written solicitation will not be issued. NOTICE- THE FOLLOWING PROCEDURES WILL BE UTILIZED: INTENT TO SOLICIT ONLY ONE BRAND-NAME SOURCE The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with one source, and all authorized third-party resellers of this one source, and all authorized third-party resellers of this source, under the authority of RFO FAR 12.102 Restricting Competition. The Government requires Brand Name products from the following company: Dynapower 85 Meadowland Drive, South Burlington, VT 05403. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received prior to the closing date and time of this solicitation. This acquisition is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01 March 13, 2026. The proposed rectifier will maintain imposed AC RMS ripple to less than 2% of full scale voltage output through the rectifier’s entire operating range (10-100% output) •Controls: Integral console with Dynapower’s Touchpad controller •Enclosure Rating: NEMA 4X •Regulation: +/-1% •Warranty: 3 years Delivery: Delivery shall be made no later than eight (8) months after contract award. Delivery shall be made to U.S. Army Research Laboratory, 2800 Powder Mill Road, Adelphi, MD 20783. Acceptance shall be performed at U.S. Army Research Laboratory, 2800 Powder Mill Road, Adelphi, MD 20783. The FOB point is Destination. Clauses: The provision at RFO FAR 52.212-1, Instructions to Offerors – Commercial, applies to this acquisition. The following addenda have been attached to this provision: In addition to the requirements set for the in RFO FAR 52.212-1, all offers responding to this solicitation must provide their business size in relation to the NAICS code contained in this solicitation and shall identify any socioeconomic categories to which they belong. Evaluation Criteria - The specific evaluation criteria to be used are as follows: (Lowest Price Technically Acceptable) IAW RFO FAR 12.203(c)(2), comparative evaluation procedures will be utilized. Comparative evaluation is the comparison of all offers received in response to this solicitation against each other. An item-by-item comparison of each offer to one another will be performed to determine which offer provides the most benefit to the Government. Award will be made to the offer that is most advantageous to the Government. The Government may award to the lowest priced offeror that meets the Government’s minimum requirements; however, the Government reserves the right to award to a higher priced offeror exceeding the minimum requirements if it is most advantageous to the Government. In order to be considered for award, an offer must meet the Government’s minimum technical requirement contained in this solicitation. The below evaluation factors will be utilized during evaluation (in no order of relative importance): Technical Acceptability: The technical acceptability element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past Performance: Past performance will not be evaluated. The Contracting Officer determines that past performance need not be evaluated because the supplies being purchased are of a low complexity that past performance information would not make a substantial difference. Price (include in all instances): Price will be evaluated based on the total proposed price
