SECTION I
DESCRIPTION OF SERVICES
INTRODUCTION: This is a non-personal services contract that will cover the period of one-year, and contain the option to extend services through the use of four option years. This contract will provide Giant Voice/Emergency Broadcast System (hereafter known as “Giant Voice”) maintenance for the Buckley SFB Giant Voice system. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. The contractor MUST BE qualified/ to perform maintenance on the BSFB Giant Voice system (brand named Whelen) as to not void any existing warranties. The Giant Voice system is physically located at

Giant Voice Towers consist of: Commissary, Army Aviation, Fam Camp, Flightline, Receiver Site, & Navy
SCOPE OF WORK: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Giant Voice maintenance as defined in this Performance Work Statement. The Contractor shall perform to the standards in this contract.
CONTRACTOR’S POINT OF CONTACT: The Contractor shall designate in writing to the Contracting Officer, prior to performance, the name and local telephone number of the individual to act as his/her representative. The representative shall be responsible for the overall management and coordination of the contract and shall have full authority to act for the Contractor on all matters relating to the daily operations of this contract.
WORK ROSTER: The Contractor shall provide a list of individual contract personnel names and phone numbers to the Contracting Officer or to OL MSG LMR/Spectrum Manager prior to contractor performance on base.
: The Contractor is responsible for performing services on the BSFB Giant Voice system, between the hours of 7:30 am through 4:30 pm Mountain time, Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor will not be reimbursed when the Government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons.
Recognized Holidays: The Contractor is not required to perform services on the following Federal holidays.

PERFORMANCE: The below are the minimum performance requirements for Contractor:
Basic Services: The Contractor shall provide non-personal services including all management, supervision, transportation, tools, rentals, and labor necessary to maintain Giant Voice:
The BSFB Giant Voice System currently includes a Weather Warn/Rapid Warning Computer Operating System, and a Motorola CM200 VHF two-way radio located in building 1030 Buckley Installation Control Center, a Weather Warn/Rapid Warning Computer Operating System, and a Motorola VHF two-way radio located in building 730 (alternate ICC), and one Giant Voice UHF omni-directional antenna located on each respective roof. BSFB system also includes six Giant Voice towers: four towers include Whelen WPS-2900 Type II Cabinets with 3 to 5 cell heads (mixed solar/AC power), one with a Whelen WPS-2800 Type II Cabinet with 3 cell head (solar), and one with a Whelen WPS-2900 Type II Cabinet with 2 WPS4004 heads (solar).
3.1.1 Basic Services: The Contractor shall provide all necessary management, supervision, personnel, tools, materials, transportation, and labor required for the comprehensive maintenance, inspection, and repair of the Buckley Space Force Base (BSFB) Giant Voice Mass Notification System. The objective is to ensure the system's continuous, reliable, and effective operation for all-hazards alerts and notifications. This includes both scheduled preventative maintenance and unscheduled emergency repair services, 24 hours a day, 7 days a week. The services shall cover all components of the BSFB Giant Voice System, which includes all items outlined in Appendix 5.
3.1.1.1 Emergency Repairs and Maintenance: The Contractor must be prepared to respond to and resolve emergency system failures. Upon notification of a critical system malfunction, the Contractor shall be required to provide a response within two hours and begin diagnostic and repair services within four hours. A critical system malfunction is defined as any failure that prevents the broadcast of alerts from one or more towers, or the failure of a primary or alternate control station.
