STATEMENT OF WORK

ARTICLE 1: GENERAL
1.1 INTENT
This Statement of Work (SOW) defines the technical requirements for the execution of a
comprehensive painting project for Building 1005 and its auxiliary structure, 1005F,
located at Michael Road, Hadnot Point Industrial Area. The Contractor shall furnish all
plant, labor, materials, equipment, transportation, and supervision necessary to
prosecute and complete the work described herein.
1.2 GOVERNING DOCUMENTS
All work shall be performed in strict accordance with this SOW and all referenced
specifications, most notably "SECTION 09 90 00 - PAINTS AND COATINGS," which is
incorporated by reference into this SOW in its entirety. In the event of a conflict
between this SOW and a referenced specification, the more stringent requirement shall
govern, as determined by the Government's Contracting Officer.
1.3 POINT OF CONTACT

ARTICLE 2: SCOPE OF WORK
2.1 GENERAL PROJECT SCOPE
The Contractor's primary objective is the complete surface preparation and subsequent
application of specified coating systems to all previously painted exterior surfaces of
Building 1005 and Building 1005F. The work shall result in a fully restored, protected,
and aesthetically uniform finish.
2.2 QUANTITIES
The estimated quantities for the various work elements are provided below. The
Contractor shall field-verify all quantities and dimensions prior to the commencement of
work.

2.3 SURFACE PREPARATION REQUIREMENTS
The substrate preparation phase is critical to project success and shall be executed in
compliance with the MPI Architectural Painting Specification Manual (MPI ASM) and
Section 3.0 of the governing specifications.
2.3.1 Substrate Integrity and Cleaning: The Contractor shall repair all surface and
substrate deficiencies, including but not limited to cracks, spalls, and holes, to provide a
solid foundation for coating. All surfaces shall be cleaned to remove all deleterious
materials, including dirt, oil, grease, biological growth (mold/mildew), and other foreign
matters.
2.3.2 Existing Coating Preparation: All non-adherent existing coatings exhibiting
blistering, cracking, flaking, or peeling shall be removed. The perimeters of remaining
sound coatings shall be feathered to create a smooth, seamless transition. Existing
glossy surfaces shall be mechanically abraded to de-gloss and create a suitable surface
profile for adhesion.
2.3.3 Lead-Based Paint Encapsulation: The project intent is the encapsulation of existing
lead-based paint. The Contractor shall scrape and remove loose and failing paint only to
the extent necessary to achieve a sound substrate for repainting. At no time shall this be
construed as a full lead abatement project. All activities involving the disturbance of
lead-based paint shall strictly comply with 29 CFR 1926.62 and the Government-
approved Hazardous Materials Plan.
2.3.4 Joint Sealant Replacement: All deteriorated or failing exterior joint sealants shall
be completely removed from their respective joints. Joints shall be prepared and a new
ASTM C920 compliant sealant system shall be installed as per specification 3.2.
2.4 COATING SYSTEM APPLICATION
All coating systems shall be applied in accordance with the manufacturer's written

instructions and the detailed requirements of the Paint Tables in Section 3.12 of the
governing specifications.
2.4.1 Material and Product Requirements: All primers, coatings, and ancillary products
shall be sourced from the current MPI Approved Product List. All coating layers for a
given substrate system shall be from a single manufacturer.
2.4.2 Specified Systems:
• Building 1005 (Walls & Doors): Application of Sherwin Williams products (or
approved equals) matching MPI Systems EXT 3.1A and EXT 5.3H. Colors shall be
Pure White.
• Building 1005F (Walls, Doors, Trim): Application of Sherwin Williams products (or
approved equals) matching MPI Systems EXT 3.1A-G1 and other relevant systems
for doors and trim.
2.4.3 General Application Standards: Primers and coatings shall be applied to achieve a
uniform, continuous film free of defects. The total dry film thickness (DFT) for each
system shall meet or exceed the minimum values stipulated in the MPI tables. The
Contractor shall replicate all existing stenciled signage and re-establish all required
markings on exposed piping in accordance with ASME A13.1.
2.5 SITE MANAGEMENT AND ASSET PROTECTION
2.5.1 Protection of Property: The Contractor bears sole responsibility for the protection
of Government and private property, including building contents, furniture, and
equipment. This responsibility includes careful removal, secure on-site storage, and
subsequent reinstallation of any items that obstruct the work.
2.5.2 Site Maintenance and Demobilization: The Contractor shall maintain the worksite
in a clean and orderly condition throughout the project duration. Upon completion, the
Contractor shall remove all project-related debris and remediate any instances of over-
spray, drips, or spills, returning all affected areas to their original or improved condition.
ARTICLE 3: SUBMITTALS AND ADMINISTRATION
3.1 REQUIRED SUBMITTALS
The Contractor shall provide submittals for review and approval as specified. Work
associated with a required submittal shall not proceed until said submittal is approved
by the Government.
