Description
STATEMENT OF WORK / PURCHASE DESCRIPTION
NOTE: UL 752 and NIJ levels are a global standard for bullet-resistant materials,
including glass, polycarbonate, and other glazing materials. While there are other
rating systems out there for certifying ballistic-grade materials, the UL 752 rating system
is the most widely used and accepted. With regards to NIJ Level III, this hard body
armor uses metal plates or other composite materials to withstand rifle rounds. The NIJ
tests this armor to withstand 7.62mm FMJ lead core rifle ammunition
Bullet Resistant Glass is routinely utilized in a “media demonstration” prior to the
commencement of the firearms training class. In this media demonstration ballistic
rounds of varying calibers from different firearms are shot into multiple locations (tires,
doors, windows, windshield, gas tank, engine) of a running car; into a sandbag, into a
wood; into cinder blocks and bricks as well as the B4 and B6 level sheets of glass. The
purpose of this demonstration is to show firsthand the “cover” (protection capabilities) of
varying objects personnel encounter overseas and to validate to the attendees that the
Bullet Resistant glass meets the required stopping capabilities and will fail when the
required capabilities are surpassed.
Purchase Description:
a. Windshields meeting NIJ Level III (38mm +/-5% and 21mm +/-5%) Suburban
2009-2011 Transparent Armor: Transparent armor shall be of one-piece
construction with anti-spall inner layer. The transparent armor shall be
laminated construction and shall have a material alone capability of meeting
or exceeding the ballistic protection of NIJ Level III. Exposed Polycarbonate
surface shall be treated with an abrasion resistant coating with Certificate of
Compliance.
b. Door Window Glass (Transparent Armor) shall meet NIJ Level III BR6 (38mm
+/-5%) or BR4 (21mm +/-5%) for the applicable Chevrolet Suburban vehicles
as detailed within this document. Transparent armor shall be of one-piece
construction with anti-spall inner layer. The transparent armor shall be
laminated construction and shall have a material alone capability of meeting
or exceeding the ballistic protection of NIJ Level III. Exposed Polycarbonate
surface shall be treated with an abrasion resistant coating with Certificate of
Compliance.
c. Rear Cargo Glass BR6 (38mm +/-5%) Suburban 2009-2011 for the applicable
Chevrolet Suburban vehicles as detailed within this document. Transparent
armor shall be of one-piece construction with anti-spall inner layer. The
transparent armor shall be laminated construction and shall have a material
alone capability of meeting or exceeding the ballistic protection of NIJ Level
III. Exposed Polycarbonate surface shall be treated with an abrasion resistant
coating with Certificate of Compliance.

d. On-site removal of existing failing (Delaminating) Windshields and the
installation of the two (2) Vehicle Windshields as well as the required vehicles
door glass.
Procurement of 2 each Windshields meeting NIJ Level III (38mm +/-5%) Suburban
2009-2011 Transparent Armor as applicable; Driver Rear Door (1 Each BR6 38mm +/-
5%) Suburban 2009-2011 and 2 Each Passenger Rear Door BR6 (38mm +/-5%)
Suburban 2009-2011 Glass.

D) Remove old windshield and install new windshield - Labor
Specifications: Windshields / Door Glass / Removal and Installation
• The Contractor shall provide all on-site (Summit Point Training Facility, Summit
Point, WV) standard and specialized equipment, materials, supplies and labor to
remove existing failing (Delaminating) Windshields, Door Glass and accomplish
the task of installing all of the new Windshields and Door Glass.
A) Remove old windshields and install new windshields – Labor (2 Vehicles)
