C.1 STATEMENT OF WORK The Contractor shall furnish all of the necessary personnel, materials, services, facilities, (except as otherwise specified herein), and otherwise do all the things necessary for or incident to the performance of the work as set forth below: C.1.1 GENERAL This contract requires the input of various disciplines (e.g., architectural, interior design, structural, civil, estimating mechanical, electrical, CADD services, construction inspection, and administrative support), as required by the project requirements. Construction management service will consist of typical design construction administration services which include but are not limited to responding to RFIs, issuing addenda, issuing Construction Change Directives, reviewing submittals, reviewing and documenting progress of the construction. The contractor shall provide all of the professional services necessary to complete the work described in each task order Statement of Work. Primary technical services shall be performed by individuals who are credentialed members of architectural, planning, science, and engineering professions. Generally, a credentialed professional (a) is licensed (e.g., registered professional engineer) to practice in a state and (b) commands the necessary expertise, in terms of knowledge and experience, to undertake the specified task to be identified at the task order level. Note, at the Task Order level, individual state licensure credentials may be required. In-state licensure will be a requirement on Task Orders where knowledge of local or regional conditions is necessary or where compliance with state and local code is a design requirement C.1.2 TYPES OF SERVICES Under this contract the contractor (AE) shall be required to furnish design services to include disciplines such as mechanical, Plumbing, electrical, structural, fire protection landscape and/or civil engineering plus architectural, laboratory planning, interior design, asbestos survey, scheduling and estimating -- 1 of 8 -- services for reports, report evaluation, planning, programming, review, studies, and investigations; design concept review, tentative design, working drawing, and specifications; review of shop drawings, samples, equipment, and data, move management, CADD; and post design and/or inspection services as identified in the Statement of Work. All designs / reports and design deliverables shall comply with the latest edition of NIH Design Requirement Manual (NIH DRM) The services may include but not be limited to the following: • Assessment of existing infrastructure conditions for NCI facilities. • Preparation of graphics for facility and feasibility assessment reports, as required. • Drawing (CADD), data management and database applications for NCI facilities. • Preparation of conceptual, schematic design, and construction documentation using CADD. • Review of facility schedules and cost estimates. • Master planning documentation support. • Construction management (Refer to C.1.1), CQM oversight, and owner’s representative duties as required. C.1.3 STANDARD SERVICES In consonance with the Statement of Work, the AE shall: A. Furnish, as required, progress reports of the work; B. Prepay shipping charges on all documents, drawing and documents sent to the Government; C. Closely coordinate the work performed in the AE's office with the related work of the Government staff personnel; D. Promptly report to the Government any ambiguities or discrepancies found in the project -- 2 of 8 -- requirements, criteria, or documents, involving the agency's work or the work of the Government; E. Assist the Government in conferring and coordinating with Federal and State Government agencies as required; F. Conduct meetings with program staff and other identified personnel to identify functional needs and requirements. The individual Task Order Statement of Work will include specific information regarding any meetings required. G. Visit the project site, hold meetings and communicate with the Government, taking any necessary actions. or as required to obtain the data necessary to develop, coordinate, and complete the required services and documents; H. Prepare all supplementary documents required during the construction when directed by the Government and as a result of the AE's error or omission at no charge to the government. C.1.4 SCOPE OF SERVICES -GENERAL A. The AE shall perform all professional services necessary for the project in accordance with the criteria furnished by the Government. If additional information is required to properly carry out the requirements, the AE shall contact the COR. B. The AE shall consult and work closely with the COR during the performance of all work required under this contract, including any incidental assistance required during the construction work to resolve field problems, verify appropriateness of submittal date being reviewed by Government personnel, and to resolve any matters of design error or omission. The AE shall also, in the course of the design, be expected to consult directly with various NIH Institutional/Operational staff to ascertain their detail operating requirements. To assure that the project conforms to its objectives and to avoid unauthorized changes in the contract, the contractor shall document and submit a copy of -- 3 of 8 -- all such significant records of understanding and the results of all surveys to the COR. Any design changes which have an impact on the Scope/Schedule/Cost shall be submitted for reviewed and approved by both the COR and Contracting officer. The AE shall perform all required design functions, including survey and gathering of data on existing and new conditions, so that the role of the NIH/COR will be that of a technical reviewer and administrator of NIH Design Requirements Manual (DRM) and other applicable standards such as the CDC/NIH BMBL and management of the project cost and progress.
