Scope of Work Renovate 2N Laboratory - Design Project No. 667-26-100 Overton Brooks VA Medical Center, Shreveport, LA PROJECT BACKGROUND AND DESIGN SCOPE OF WORK Overton Brooks VAMC (OBVAMC) has a requirement to design a project to renovate 2N Laboratory, main hospital (Building #1) North Wing. The existing 2N Laboratory area does not provide efficient workflow, and existing finishes are not appropriate for lab work. The total renovated space will be approximately 6,200 SF of existing laboratory space. This requirement is a total renovation of the 2N Laboratory space including, but not limited to, space layout modifications, full redesign of HVAC system and ducting (in accordance with VA HVAC design manual), electrical upgrades, plumbing upgrades, asbestos abatement, and removal of unused/abandoned utilities and/or conduit, and removal of most non-load bearing corridor walls. This contract will provide for complete design (construction documents) and construction period services (CPS). The 2N laboratory shall be designed in accordance with PG-18-9 – Space Planning Criteria – Chapter 240: Pathology and Laboratory Medicine Service and provide optimal workflow with existing equipment and potential forthcoming replacement equipment in the 2N area. Design must alleviate existing congested hallways. Currently, upright refrigerators are place in the hallway along with storage shelves due to space limitations. For planning purposes, the proposed laboratory can be projected into one of four (4) “Levels”. As stated, the assignment of a “Level” to a proposed laboratory must be based on the assessment of multiple factors. The laboratory level category used in the 2N Laboratory shall be Level L (large): Annual LMIP workload of 500,000 to 1.5 million tests, facility MCG of 1c or 1b, greater than 40 Laboratory FTEs, advanced and complex chemistry, hematology, microbiology, and other clinical laboratory services performed. May provide specialized and reference laboratory services to other VA Medical Centers and the community. The design team shall provide a comprehensive site investigation and attain a complete understanding of the functional requirements for the 2N Laboratory area along with a complete understanding of the existing utility infrastructure. The design team shall meet with each of the Services located on 2N and develop a space program to meet their needs that are compliant with VA space guidelines/criteria. The design team shall propose floor plan options for VA review, consideration and selection. This is an iterative process. The floor plan options shall consider various alternatives to include the placement and location of workflow space. The equipment must be replaced and sized according to new demand and existing ancillary reheat demand. The design will address all infrastructure requirements for a fully functioning Pathology and Laboratory Medicine Service. The renovated space shall be fully sprinklered. The renovation shall include a fire alarm and suppression system per VA standards and NFPA requirements and shall be tied into the stations existing monitoring system. The design shall provide a cost-effective high energy efficient HVAC system and all necessary controls to properly support the function of the space and shall be tied into the existing campus Building Automation System (BAS). The design shall include, but will not be limited to, phasing, handicap accessibility, pneumatic tube system modifications, signage, wayfinding, plumbing, electrical, communications, physical security, HVAC, structural, and all required support utilities and features to adequately support the new space. Design shall be in accordance with all applicable VA design guides, design manuals, and standards. The design shall lay out a construction phasing plan to keep the 2nd Floor North Wing fully occupied and operational throughout the construction duration. 2nd Floor North Wing continuously operates 24 hours a day and seven days a week. Designer must account for phasing needed to facilitate the replacement of mechanical equipment and removal of non-load bearing corridor walls and room separating walls including utilities within. Special considerations must always be made to ensure disruptions to hospital operations are kept to a minimum. The C&A requirements do not apply, and a Security Accreditation Package is not required. PERIOD OF PERFORMANCE The delivery date for this contract shall be 365 calendar days from Notice to Proceed. Performance time to include VA review of each submission as identified. LOCATION Overton Brooks Veterans Affairs Medical Center 510 E. Stoner Ave. Shreveport, LA 71101 DESIGN SUBMISSIONS/DELIVERABLES: Design submission and deliverables will be in accordance with the A/E Submission Instructions for Minor and NRM Construction Programs; PG-18-15, Volume C QUALITY ASSURANCE/QUALITY CONTROL (QA/QC) The Design Offeror or A/E shall develop, execute and demonstrate that the project plans and specifications have gone through a rigorous review and coordination effort. The A/E shall provide an outline of the actions the firm will take during the design process to ensure a quality finished design is achieved. COST ESTIMATE A detailed estimate of construction cost (using RS Means, Cost Works) and Market Study/Survey shall be provided with each design submission. Emphasis shall be placed on cost and scope management. The design shall be within the project construction budget and be consistent with the identified project scope. The development of construction documents by the Design Team shall include deductive alternates, up to 10% of the approved project cost estimate.
