Johnson VA Medical Center 1. BACKGROUND The Ralph H. Johnson VA Medical Center (RHJ VAMC), located in Charleston, South Carolina, provides comprehensive cardiology diagnostic services to Veteran patients. The Cardiology Department requires the acquisition, installation, and support of a new cardiac (treadmill/ECG) stress test system to replace existing equipment in order to maintain reliable, high-quality diagnostic cardiac stress testing capabilities in the Radiology department. 2. SCOPE The Contractor shall furnish all labor, materials, equipment, tools, transportation, and supervision necessary to provide, deliver, install, test, and support a fully operational cardiac stress test system(s) at RHJ VAMC, in accordance with the requirements set forth in this Statement of Work (SOW). This includes: • Stress test system hardware and software • Site preparation coordination • Delivery and installation • Interface/integration with existing hospital systems • Training • Removal/disposal of existing equipment (if applicable) 4. PERFORMANCE REQUIREMENTS 4.1 Equipment Specifications The stress test system shall include, at minimum: Component Requirement ECG Acquisition 12-lead simultaneous acquisition, resting and exercise ECG -- 2 of 24 -- Sources Sought Notice Sources Sought Notice Page 3 of 24 Component Requirement Treadmill Variable speed/incline, medical-grade, supports standard protocols (Bruce, modified Bruce, Naughton, Ramp, etc.) Display/Software Real-time waveform display, ST-segment analysis, arrhythmia detection Blood Pressure Integrated automated BP monitoring during exercise Data Management Ability to store, retrieve, and print reports; export in DICOM/HL7 format EHR Integration Bi-directional interface capability with VistA/CPRS and Cerner Millennium (per current VA EHR environment) Emergency Features Emergency stop functionality; compliant with patient safety standards Connectivity Network connectivity per VA OIT security requirements 4.2 Interoperability The system shall interface with the VA's electronic health record system(s) currently in use at RHJ VAMC. The Contractor shall coordinate with VA Office of Information and Technology (OIT) and biomedical engineering staff to ensure proper interface configuration, testing, and validation prior to acceptance. 5. TASKS Task 1 – Delivery and Installation Contractor shall deliver and install the system(s) at the location(s) designated by the COR, in coordination with Biomedical Engineering and OIT staff. Task 2 – System Testing and Validation Contractor shall perform functional testing, safety testing (electrical safety per NFPA 99/IEC 60601), and interface validation with EHR systems. Contractor shall provide documented test results to the COR. Task 3 – Training Contractor shall provide training for clinical staff and technical training for Biomedical Engineering staff. Training shall include: • Operation of the system for standard stress test protocols • Troubleshooting common issues • Preventive maintenance procedures • Safety and emergency procedures -- 3 of 24 -- Sources Sought Notice Sources Sought Notice Page 4 of 24 Training materials and a training completion log/sign-in sheet shall be provided to the COR. Task 5 – Documentation Contractor shall provide: • Operator manuals • Service/technical manuals • Warranty documentation • Compliance certifications (FDA clearance, electrical safety testing) Task 6 – Warranty and Maintenance Support Contractor shall provide a minimum [X]-year warranty covering parts, labor, and software updates. Contractor shall specify response times for service calls (e.g., remote support within 24 hours, on-site support within [X] business days for warranty issues). Task 7 – Removal/Disposal of Legacy Equipment (if applicable) Contractor shall remove and dispose of existing/legacy stress test equipment in accordance with VA environmental and data security disposal requirements (including sanitization of any stored PHI/ePHI on legacy devices per VA Handbook 6500.1). 6. INVOICING Invoices shall be submitted in accordance with contract terms via the Invoice Processing Platform (IPP) and shall reference the associated Purchase Order/Contract number, and specific deliverable(s) completed.
