1 PERFORMANCE WORK STATEMENT for MCAS NEW RIVER CATHOLIC DIRECTOR OF RELIGIOUS EDUCATION 1. BACKGROUND. Marine Corps Air Station New River Chapel provides more than 300 divine services and more than 100 religious education classes annually, as well as hosting a variety of life skills workshops and seminars, professional military education, and spiritual fitness events. The mission of the Command Religious Program (CRP) on the installation is to support the free exercise of religion and attend to the sacred, spiritual, and moral aspects of life, in order to strengthen faith, develop character, heighten spiritual fitness, enhance resilience, and promote core values and virtues so that Marines, Sailors, and their families may best serve their country. The Command Religious Program (CRP) has a requirement for a Catholic Director of Religious Education to facilitate their purposes and objectives. Mission: Per MCTP 3-30D the Marine Corps supports the delivery of RM. Neither CRPs nor the responsibility for meeting religious needs of personnel belong to chaplains or RMT personnel. Commanders are responsible for meeting the religious needs of their Marines and Sailors whether or not they have a chaplain serving under their command. Commanders are responsible for soliciting the expert advice and supervision of the CRP that policy requires. The Religious Ministry Team (RMT) is the commander’s resource for the delivery of RM. Chaplains, RPs, and other designated command members (e.g., Marine chaplain assistants, civilian contract staff, appointed lay leaders, volunteers), as required, form the RMT a number of Religious services contributing to and ensuring the readiness and welfare of Marines and to facilitate the purposes and objectives of the CRP designated by the Commanding Officer. Additionally, the CRP provides integral support to tenant training and 2D Marine Air Wing units to ensure their ability to project power. In a budget constrained environment, where Marine Corps Installations often carry an outsized risk burden, the ability of Marine Corps Installations to continue to provide readiness to FMF tenant commands is under pressure. 2. GENERAL GUIDANCE. 2.1 The Contracting Officer Representative (COR) will work with the Contractor pursuant to the scope of the tasks defined in the PWS. The COR is not authorized to direct the Contractor or take any actions that would change the contract or commit the Government in any way. 2.2 CONTRACTOR'S UNAUTHORIZED WORK PERFORMANCE. The Contractor shall not perform work that deviates from contract requirements and specifications. If the Contractor deviates from contract requirements and specifications without approval of the CONTRACT ADMINISTRATOR and/or the CONTRACTING OFFICER, such deviation shall be at the risk of the Contractor and any cost related thereto shall be borne by the Contractor. 2.3 The Contractor shall submit a Monthly Status Report (MSR), and additional reports as required by the Government. At the onset of a project, the Government will provide a detailed requirement. The Contractor shall produce a schedule in the MSR that outlines the steps to take and a timeline to completion. Upon acceptance and approval by the Government, the Contractor shall meet the schedule and forecasted delivery date of all deliverables by taking all reasonable measures to fulfill the requirement. The Contractor will provide the COR with an annual summary of analysis and recommendations related to background, objectives, assumptions, and specific results in the form of a Final Technical Report (FTR) prior to the expiration of the Period of Performance (PoP). -- 1 of 5 -- 2 3. TASKS. 3.1 The contractor shall provide Catholic Director of Religious Education (DRE) service necessary to support the Catholic Religious Education Program and the mission of the CRP The Government will determine the format on a task-by-task basis. 3.1.1 Leverage contemporary approaches to RE and maintain an in-depth understanding of the latest developments in Catholic RE curriculum, standards, and best practices. 3.1.2 Evaluate the requirements/needs for a comprehensive program for Catholic RE, to include current programming effectiveness and develop initiatives to meet objectives defined by the Command Chaplain, Contract Priest, and Catholic Chapel Advisory Group (CAG) Chair. The contractor will make recommendations regarding curriculum, recruitment and engagement of volunteers, and the needs of authorized users. The contractor will maintain a schedule depicting the dates, times, and locations for classes, workshops, seminars, and volunteer training. 3.1.5 The contractor shall be prepared to provide instruction to children, youth, and adults. 4. DELIVERABLES INCLUDE: 4.1. Refine and expand the mathematical optimization model, tying Air Station installation functions to tenant unit readiness, utilizing non-authoritative/authoritative data and data normalization for employment on the government network. 4.2 Create timely and relevant publicity for Catholic RE programming. All publicity will be routed through the MCAS NR Command Chaplain before posting. 4.3 Develop a course of action to train and equip volunteers for effective and accurate teaching of Catholic doctrine, to include child welfare and safety requirements, teaching methods, and the use of prescribed equipment and materials. 4.4 The contractor is responsible for volunteer recruitment and training to ensure well- trained and adequate volunteer staffi…
